Effective traffic management can help port operators gain a competitive edge in service level and efficient use of limited resources. One critical aspect of traffic management is gate operations management, ensuring a good customer experience to logistic carriers and considering the impact of congestion in and around the port. In this paper, we describe the design and implementation of a decision support tool to help gate operators plan for future scenarios with fluctuating demand and limited resources. Promulgated in 2007, the Charter of the Association of Southeast Asian Nations (ASEAN) reaffirms ASEAN’s longstanding policy of non-interference in member-states’ internal affairs and the retention of consultation and consensus as fundamental tenets of decision-making in ASEAN. This essay considers the role of soft law in the interpretation and development of the ASEAN Charter. It also considers whether the Charter will help ASEAN achieve integration as well as promote democracy, human rights and development in an immensely diverse region comprising half a billion people. This paper centres around China’s Belt and Road Initiative (BRI) and makes a case for further examining the possible effects of the complementary ‘Maritime Silk Road’ on Southeast Asia’s maritime clusters with reference to Singapore, Malaysia and Indonesia. Labour protection has become a dominant agenda in global migration governance, particularly for sending countries whose diasporic citizens are denied political rights in host states. Despite having limited authority to arbitrate extraterritorial disputes, sending countries like Indonesia have deployed novel techniques of statecraft to improve migrant protection. Through the prism of the professional competence exam and pre-departure orientation seminar, this article investigates the Indonesian state's regulatory practices that focus on migrant conduct. Although outbound domestic workers are subject to a prolonged process of skill formation, other Indonesian contract workers pursue emigration upon acquiring basic legal knowledge without undergoing accreditation. Surge pricing is commonly used in on-demand ride-sourcing platforms (e.g., Uber, Lyft and Didi) to dynamically balance demand and supply. However, since the price for ride service cannot be unlimited, there is usually a reasonable or legitimate range of prices in practice. The FSB initiated in 2017 an evaluation of the effects of post-crisis regulatory reforms, by developing a framework to assess whether the reforms are achieving their intended outcomes and identify any material unintended consequences. In tandem, MAS established an evaluation framework, which covers four broad impact areas, comprising FIs, financial markets, financial end-users and the broader financial landscape. Internationally, there have been particular concerns over whether post-crisis reforms may have impaired liquidity conditions in specific financial markets. Remote, extractive landscapes are often marked by persistent pollution, particularly when the extracted resource in question comes from underground and serves as a source of energy. The toxic legacies of fracking, mountaintop removal and more conventional mining projects are well documented at this point. The disproportionately polluted extractive ‘hinterland’ looms especially large in recent accounts of the rural West of the United States, which tend to emphasize the ways in which these ‘peripheries’ have enabled consumption and prosperity elsewhere (e.g. Kuletz 1998; Needham 2014; Voyles 2015). The knowledge of all occupied and unoccupied trips made by self-employed drivers are essential for optimized vehicle dispatch by ride-hailing services (e.g., Didi Dache, Uber, Lyft, Grab, etc.). However, the occupancy status of vehicles is not always known to the service operators due to adoption of multiple ride-hailing apps. In this paper, we propose a novel framework, Learning to INfer Trips (LINT), to infer occupancy of car trips by exploring characteristics of observed occupied trips. This paper considers a sequential discrete choice problem in a time domain, formulated and solved as a route choice problem in a space domain. Starting from a dynamic specification of time-series discrete choices, we show how it is transferrable to link-based route choices that can be formulated by a finite path choice multinomial logit model. This study establishes that modeling sequential choices over time and in space are equivalent as long as the utility of the choice sequence is additive over the decision steps, the link-specific attributes are deterministic, and the decision process is Markovian. This paper uses a policy design perspective with which to examine the formulation of programmes that are based on the concept of co-production. In doing so, the paper reviews essential literature on policy design and co-production to identify that a limited focus on outcomes and specifically how behavioural change can make these outcomes sustainable represents a major gap in the current discussion of co-production. We firstly argue that in designing programmes involving co-production, outcomes need to be considered at the initial design stages where broad policy objectives are being defined. This paper studies the real-life problem of dynamically optimizing the number of airport check-in counters to allocate for a single flight. The main feature of our work is the use of empirical data collected at the Singapore Changi Airport, which drives the dynamic optimization model of a parallel queues system. We propose an event-based dynamic programming model that simplifies considerably the optimization analysis even for large-scale problems with 700+ booked passengers. Often, business involvement takes the form of collaborations with the more traditional actors-governments and non-governmental organizations. Most policy designers face complex and intractable challenges that require assembling the mostappropriate set of policy instruments to address complex policy goals, especially when sometimesthese goals may emerge out of unforeseen policy problems. In the ideal case of policy design, themost suitable instruments can be chosen and assembled into new policy packages that are appropriately calibrated and customized to address the new policy problem context. Public policies are the result of efforts made by governments to alter aspects of behavior—both that of their own agents and of society at large—in order to carry out some end or purpose. They are comprised of complex arrangements of policy goals and policy means matched through some decision-making process. How Much Do Users Value A Network Expansion? Evidence From The Public Transit System In Singapore, Eric Fesselmeyer, Haoming Liu

We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

Systematic reviews of research methods in the public administration field have assessed the progress of research practice and offered relevant recommendations to further develop research quality. But most recent reviews examine quantitative studies, and the few assessments of qualitative scholarship tend to focus on specific dimensions. This article calls attention to the overall practice of qualitative research in the field of public administration. The authors analyzed 129 qualitative studies published during a five-year period (2010–14) in the six top public administration journals, combining bibliometric and qualitative analyses.
