Heading into the 2016 presidential election, Democratic candidate Hillary Clinton had multiple paths to secure the 270 Electoral College votes needed to win the presidency. In contrast, Republican nominee Donald Trump’s path to the White House necessitated winning a number of large swing states and securing victories in states that had been reliably Democratic. Building from a prior Brookings Mountain West brief (Damore and Lang 2016), we consider how the Trump campaign, despite being vastly outspent, was able to use targeted online messages to activate “white identify politics”—long a staple of Republican politics in the South— in the non-metro areas …

Observers of Congress often cite the budget process as evidence of the institution’s contemporary dysfunction. Indeed, in the past ten years, the House and Senate have failed to agree on a budget resolution six times and Congress has failed to pass nearly all of its appropriations bills before the October 1 deadline. Many believe the public schools serving the most affluent students have a monopoly on quality teaching, and schools in high-poverty areas perform poorly due to its lack. Yet a variety of research studies in recent years have challenged this myth. This research shows teacher quality varies much more within the same school than it does across schools, even looking across schools serving students from very different backgrounds. In August of 1999, not too long before narratives of sex trafficking began to dominate prostitution policy debates, the residents of a small town in Nevada debated closing the city’s legal brothels. Citizens crowded the hearing hall, holding signs about protecting family and community values. But instead of opposing prostitution, as one might have expected, most public commenters echoed a sign that read, “Pro Family, Pro Prostitution.” Drawing on an analysis of the testimony of the 51 citizens in attendance at that public hearing and ethnographic data gathered in four visits to Evenheart over a one-year period, this paper examines …

Rooftop solar photovoltaics (PV) and distributed energy resources can deliver net benefits to Nevadans today and, if thoughtfully utilized, play a significant role in Nevada’s energy future. However, these benefits are not being fully realized in practice today. Narrow accounting of distributed resources’ contribution to the grid, financial disincentives embedded in utility regulatory models, and outdated grid planning procedures are preventing full utilization of these assets. The End Of The Road: The State Of Urban Elevated Expressways In The United States, Daniel Waqar

In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. Yet the positive feedback that County Commissioners showered on this proposal flies in the face of decades of history on urban elevated expressways. …
