Local Christian Churches And Disaster Preparedness: Are They Prepared?, Andrew J. Smith Dec 2016

Local Christian Churches And Disaster Preparedness: Are They Prepared?, Andrew J. Smith

Theses and Dissertations from 2016

Many religious institutions respond to global crises. These faith-based organizations may be small, independent institutions or belong to a larger corporate body. Local mainline Christian churches from mainline denominations including Lutheran, Presbyterian, Catholic, and United Methodist follow the latter model. As members of the larger corporate faith organization, these local churches have access to well-organized and established disaster response functional units. At the corporate level, these religious institutions have come together as collaborative partners in disaster response and recovery as members of the National Voluntary Organizations Active in Disasters (NVOAD). While disaster planning, preparedness, response and recovery activities may be …

Responding To Train Derailments Of Crude Oil Cargos And The Use Of Nims/Ice, Laura Hartline Weems

Theses and Dissertations from 2016

Derailments of freight trains carrying bulk cargo are not a new phenomenon in the United States; they have occurred since the 19th century when the first shipment made its way across the nation. However, despite sweeping changes in the past decade to the structure of emergency management in the United States, how the railroads have responded to derailments has not changed. The railroad culture is to operate lean, meaning few people are needed to transport large quantities of cargos and commodities. When a derailment occurs, the culture does not change, and railroads respond with typically few of their own personnel …

Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick Aug 2016

Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick

Dissertations

This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

This dissertation first identifies a …

An Investigation Into Hazard Mitigation Tools At Institutes Of Higher Education, Robert A. Jackson May 2016

An Investigation Into Hazard Mitigation Tools At Institutes Of Higher Education, Robert A. Jackson

Theses and Dissertations from 2016

Current theories for community planning assert that multiple stakeholders should be involved to improve civic cohesion and implementation. Since an institute of higher education (IHE) operates like a town or city in many ways, it is appropriate that the emergency management planning within an IHE should engage multiple stakeholders. Emergency management planning at an IHE focuses on the students who while adults, are not traditionally valued for their input in emergency management planning. Emergency management leaders at IHEs across the country were surveyed. Following correlation analysis, results indicated that an IHE with student involvement in emergency management planning had an …

An Examination Of How School Continuity Plans In Northeast Arkansas Address The Post-Emergency Resumption Of The Educational Process, Brittany E. Moseley

Theses and Dissertations from 2016

Planning for the resumption of the educational process in Arkansas public schools should be a part of every school’s emergency continuity plan. The purpose of this study was to examine how public schools in Northeast Arkansas are prepared for a situation where education must resume outside of normal circumstances due to an emergency. A literature review determined that all Arkansas schools are required to have some form of continuity plan for their students, but the requirements are not always enforced or punishable if neglected. This creates an opportunity for school continuity plans to be disregarded and planning may only include …

Major emergency incidents occur without any notice and can cause extreme disorder and confusion. The hospital in Harrisonburg, Virginia, Sentara Rockingham Memorial, has created a Hospital Emergency Response Team (HERT) that will be prepared to respond to major incidents in order to create an Emergency Treatment Area that will triage, decontaminate, and transport patients. An agency that operates closely with the HERT is Harrisonburg Rescue Squad. The Rescue Squad is the first response to the scene of disasters, therefore it is important for them to be prepared for any emergency situation. In order to create uniformity between the Rescue Squad …

Using The Minimum Data Set (Mds) To Triage Long Term Care Facilities’ Residents For A Systematic Evacuation In The Case Of Mass Casualty Disaster Events, Zoumana I. Traore

Theses & Dissertations

Long Term Care facilities preparedness for disasters has been questioned, and evacuation before or during disasters is crucial for life saving. This thesis attempted to develop a systematic triage methodology based on the use of the Minimum Data Set (MDS), which is a powerful resource for gathering residents’ vital information including physical ability, cognitive functioning, and other health related conditions. Our assumption was that 90% of caregivers’ triage categorization will match with the categorization generated from the MDS dataset. To achieve our objectives and aims, we compared the triage categorization carried out by residents’ caregivers versus the MDS generated triage …

The Effect Of Mapping Technology On Fire-Based Ems Response Times In Santa Clara County, Angela Borland

Master's Projects

The goal of this research is to determine whether map technology and signal preemption technology contribute to lowering fire-based EMS response times in Santa Clara County. The research uses benchmarking among fire departments in Santa Clara County, the Bay Area, and large Western urban fire departments to determine which factors contribute to the success in meeting contracted response times. Findings from this evaluation were used to create recommendations for fire service leadership regarding resource use along the continuum of fire department-based EMS response to 9-1-1 calls for medical service.

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien May 2016

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien

Electronic Theses and Dissertations

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The main objective of this research is to address some of the gaps in the literature and improve our understanding of collaborative governance …

Ethics In The Nonprofit Sector: A Study On The American Red Cross, Emily Smith Apr 2016

Ethics In The Nonprofit Sector: A Study On The American Red Cross, Emily Smith

Honors Theses

When disaster strikes in the United States, there is one organization that is on everyone’s mind, the American Red Cross. It has operated for over a hundred years on the simple premise of delivering aid to those in need. The organization does this by reacting effectively and efficiently to natural and man-made disasters and delivering humanitarian aid to those affected. In recent years, though, the American Red Cross has come under scrutiny for mismanagement and ineffective disaster relief. The purpose of this paper is to use ethical standards of the nonprofit sector to evaluate and explain the performance of the …

Examination Of Common Errors Committed During Eoc Operations: A Content Analysis Study, Michael Kenneth Ryan

Dissertations

One of the key aspects in the learning process, whether it is at an individual or organizational level, is the ability to recognize where errors occur. This is especially important in the field of public safety where small errors can present a serious threat to the safety of first responders and victims of disasters. Up to this point, there has been no systematic study to identify the most common errors that occur during emergency operations center (EOC) activations at the local level of government. Following the introduction, one chapter explores the history of emergency management and the difficulties local jurisdictions …

Accelerating Expertise To Facilitate Decision Making In High-Risk Professions Using The Dacum System, Ralph Kuchenbrod

Masters Theses

The purpose of this research was to determine whether the process of achieving occupational expertise could be accelerated enabling operators in high risk vocations to make effective decisions earlier in their careers. Scholars have hypothesized good decision making skills are largely a result of relevant experience within the specific domain. The rationale being that the greater the experience an individual has the more likely the operator has experienced similar situations and can apply solutions that have been successful in the past. Two distinct methods of decision making have been identified: traditional decision making and naturalistic decision making (NDM).

The ability …
