Washington's Joint Legislative Audit and Review Committee (JLARC) has been charged by the state legislature to oversee the state's Employment Security Department's evaluation of the Training Benefits program, which is a program to encourage recipients of unemployment compensation to enroll in formal education and training. Staff members from the Upjohn Institute will consult with the individuals conducting the evaluation in the initial design phase of the ESD evaluation, and then will track progress of it, and finally will audit the results.

This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative... This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Battle Creek CAREERS is an employer resource network (ERN) that operated between 2008 and 2010. This network created a consortium of businesses that provided job retention services, work supports, and training opportunities for entry-level employees, many of whom were receiving public assistance. Upjohn Institute staff members prepared an assessment of this program's accomplishments during that time period. The report presented conclusions about the life cycle experience of the Battle Creek CAREERS program including its initiation, implementation, operation, and wind-down.

This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Three of the programs serve adults with employment barriers: Community and Technical College Adult Basic Skills Education, IBEST, and Division of Vocational Rehabilitation programs.
