An increasing number of university and college libraries have started digitization programs and there are good reasons why they are doing so. First, we are in the middle of revolutionary change as to how ideas get published and distributed. Over 50 percent of scholarly publishing has gone digital and over 20 percent has gone open access. Governments worldwide are beginning to require tax-supported research be published in open access venues. Secondly, it is imperative that they increase their Archives’ digital presence. Scholarly authors today are faced with unprecedented choices and, paradoxically, increasing barriers to publication. For example, the author-pays financial model of funding open access (also sometimes called Gold OA) is one of many such innovations that thwart authors who are not currently Federally funded or otherwise sponsored. As academic librarians, we need to be aware of the scholarly publishing infrastructure so we can advise authors how to make decisions about where to publish, what terms to agree to, and how to best leverage their written scholarly output.

This panel session asks why is hybrid open access important? Scholarly publishers have responded to the OA movement by offering authors the choice of publishing their articles as Open Access (using an author pays funding mechanism) in subscription journals. The study surveys eight publishers to explore a number of questions about the mechanics, implementation, price impacts, and author tracking of this model; and investigates the uptake at two research institutions, with one operating in a NIH Public Access Policy environment.

Open access provision does not mean that access is provided with absolutely no cost associated with it. Management of open access publishing is an investment that libraries are making (2.) In January 2011 the Journal of Humanistic Mathematics (JHM) published its first issue. JHM (http://scholarship.claremont.edu/jhm) is an online-only, peer-reviewed, open-access journal which has passed the all important ten-thousand-download barrier in its first anniversary. In order to remain faithful to the fundamental principles of open access, JHM uses Creative Commons licensing, where authors retain copyright of their work, but others are free to reuse them (with proper attribution). In this note I share and reflect upon our experience with open access and Creative Commons.
