The original goal of the Higher Education Act of 1965, the amendments to that act in 1972, and reauthorizations through 1998 was to increase accessibility of higher education to all. Initially these system-level efforts substantially enhanced equity, but recent enrollment trends raise the question: Is our system becoming more or less equitable? By conducting a policy analysis of the HEA reauthorizations and other legislation, in respect to policy decision-making and policy implementation on federal and state levels, this paper examines how financial aid policy influences college access and choice for low- to moderate-income undergraduate students. As policies surrounding immigration are in the forefront of our political discourse, this paper seeks to address the experience of Latino students in the US education system and the resulting impacts. After a thorough review of scholarly literature on the matter as well as data from the US Census Bureau and research institutions, this paper finds that Latino students are being left out of the US education system. Latino students across the country are dropping out of high school at rates greater than their white counterparts. The Global Recession of 2008 and ensuing austerity measures have renewed the urgency surrounding the call for fundamental tax reform. Before embarking on fundamental tax reform, this Article proposes adding a critical lens to existing US tax policy to ensure that any proposals for change are informed, transparent, and responsive to the needs (and abilities) of individual taxpayers. For this qualitative case study (Patton, 2003 ), we used narrative inquiry (Erlandson, Harris, Skipper, & Allen, 1993) and sought to analyze extended interviews and field notes based on inter actions with three rural superintendents working in high - needs, public PK - 12 school districts in Texas. We collected data with regard to these superintendents’ perceptions of themselves as social justice/equity oriented change agents based on the Equity Oriented Change Agent or EOCA framework developed by Skrla, McKenzie, and Scheurich (2009). Significant recent influences in the profession have provided clear direction about what school counseling programs should look like but have not explicitly defined the professional identity necessary to enact these programs. A Change-Agent-for-Equity (CAFE) Model draws from the American School Counselor Association National Model (2003, 2005, 2012) and the tenets of the National Center for Transforming School Counseling (Martin, 2002), proposing that the school counselor’s professional identity is central to school counseling programs and program outcomes. A case scenario is presented to illustrate the CAFE model in context.

This paper examines the impact of speed limits on network efficiency, in terms of total travel time of all road users, and equity among road users from different origin-destination (OD) pairs, in terms of the change of travel time after imposing a speed limit scheme. We find that after imposing a speed limit scheme, the total travel time of all road users may decrease or increase; road users of some OD pairs may experience longer travel time, while other OD pairs may have shorter travel time. Library and information science is a technologically intensive profession with a high percentage of women, unlike computer science and other male-dominated fields. On the occasion of the 2011 Association for Library and Information Science Education (ALISE) conference, this essay analyzes the theme “Competitiveness and Innovation” through a review of social psychology and science and technology studies literature. Both theme concepts have ramifications for library and information science (LIS) education.
