I have just lived a dream. Five years ago I learned of a school where students of all ages could study Spanish intensively while living among the Guatemalan Mayans. Peace Accords had been signed in 1996, the government was encouraging tourism, and it was, finally, safe to visit.

[Excerpt] The purpose of this paper is to explore labor's strategic options in the 1992 elections. We will focus on House races because the diversity in political strategies among unions is most apparent there. However, our conclusions will have broader implications for union activity in elections at all levels of government. Very little research has investigated how a two-stage electoral process (a primary election to nominate the party candidate, and a general election where the parties' candidates face off) affects candidate behavior. Here I argue that candidates are attracted to the median voter position of the electorate in which they are running. And that differences between the ideological positions of the primary median voter and the general election median voter means that candidates have incentive to shift their ideological positions to align with the relevant median voter. I test for the presence of candidate ideological shifting in U.S. Senate elections. I …

This thesis examines the determinants of presidential success with Congress. Seven essential sources of presidential power in the current era of party polarization were derived from the extant literature, and these factors were delineated into the institutional (formal) and non-institutional (informal) policymaking tools of the presidency. Variables that explain presidential legislative success include: intraparty support in Congress, the use of veto bargaining, executive orders and signing statements (institutional factors); as well as public approval, ‘going public,’ and strategic lobbying of Congress (non-institutional factors). The U.S.-India civil nuclear energy agreement triggered a contentious debate in India from 2005 to 2008. Regional political actors played crucial and unanticipated roles in the debate. We present explanations for the positions adopted by the main actors and the level of contention. We find that parties’ positions were driven not by ideology but by the compulsions of coalition politics.

The Congressional Budget and Impoundment Control Act of 1974 made the production of an annual comprehensive budgetary framework the central focus of the federal budget process. Before 1974, the budget process had allowed legislation from each of the revenue committees and each of the appropriations subcommittees to come to the floor separately. Congress judged the merits of individual programs without considering the overall budget. The 1974 budget act changed the organizational ethos of the budget process from incremental change to comprehensive review and from fragmented, ad hoc decision making to coordinated decision making. The Utah Law Review brought in a panel of experts for a symposium on the legal and ethical limits of technological warfare. This roundtable discussion crystalized the issues discussed throughout the symposium. The collective experience and diversity of viewpoints of the panelists produced an unparalleled discussion of the complex and poignant issues involved in drone warfare. The open dialogue in the roundtable discussion created moments of tension where the panelists openly challenged each other’s viewpoints on the ethics and legality of drone warfare.
