With rapidly evolving technologies, boundaries between traditional modes of communication have blurred, creating an environment that scholars still describe from viewpoints as researchers in interpersonal, organizational or mass communication. This manuscript looks at the social capital literature and argues for conceptualizing “communication capital” to help understand the impact of communication phenomena in a changing environment. The literature has treated interpersonal communication variables as components of social capital and mass communication variables as factors affecting social capital, but scholars long ago recognized their reinforcing nature, leading us to develop a concept of communication capital merging symbolic activity across domains in its …

Community research fatigue has been understudied within the context of community-university relationships and knowledge production. Community-based research (CBR), often occurring within a limited geography and population, increases the possibility that community members feel exhausted or over-whelmed by university research —particularly when they do not see tangible results from research activities. Prompted by informal stories of research fatigue from community members, a small graduate student team sought to understand the extent to which community members experienced research fatigue, and what factors contributed to or relieved feelings of research fatigue. The Dynamics of Civil Resistance (DOCR), is a not-for-profit popular education and cultural development programme in Oceania. We work in collaboration with churches, human rights organisations, traditional leaders, women leaders, youth and student groups and community organisations to establish a network of indigenous educators who can resource nonviolent social movements and democratic transitions.

Modifications to policy-making processes and actors are crucial when transitioning to multi-level governance. Civic engagement in budgeting processes, where crucial policy decisions are determined, is an important component of shared governance. Understanding the new roles for citizens in the budget process, then, can extend our knowledge of multi-level governance. Across the United States, researchers and youth workers alike have identified an increasing number of civically engaged youth who are organizing to improve their communities and schools. By taking an action-oriented approach, these youth are speaking back to the notion that they are uninvolved in society. This interview-based study explores the meaning-making experiences of youth organizers at Boston’s Hyde Square Task Force (HSTF) to better understand how they engage. Developing A News Media Literacy Scale, Seth Ashley, Adam Maksl, Stephanie Craft

Using a framework previously applied to other areas of media literacy, this study developed and assessed a measurement scale focused specifically on critical news media literacy. Our scale appears to successfully measure news media literacy as we have conceptualized it based on previous research, demonstrated through assessments of content, construct and predictive validity. Among our college student sample, a separate media system knowledge index also was a significant predictor of knowledge about topics in the news, which suggests the need for a broader framework. Implications for future work in defining and assessing news media literacy are discussed.

If we are to create a citizen-centered democracy—with citizens capable of tackling the mounting challenges of our time—we must revisit conventional ideas. We will have to reinvent citizenship as public work, for the sake of ourselves as educators, as well as for our students and for the democracy itself.

Citizen Participation, Trust, And Literacy On Government Legitimacy: The Case Of Environmental Governance, Myung Jin

This paper explores the role of direct citizen participation, trust, and environmental literacy and its impact on the legitimacy of government institutions in the context of environmental governance in the U.S. The current knowledge regarding the dynamics of the institutional legitimacy at the policy level is significantly lacking. This paper addresses broadly the effects of direct citizen participation, citizen trust, and environmental literacy on government legitimacy. Findings indicate that citizens prefer government institutions over ordinary people on leading environmental governance. Service Learning Students’ Perceptions Of Citizenship, Audrey Falk

This study examines the conceptions of citizenship held by students engaged in a service learning course. Open-ended responses to instructor-developed surveys were analyzed. Results indicated that students primarily viewed good citizenship in terms of community service; however, their ideas about service were limited to passive kinds of service such as helping others and volunteering, rather than active kinds of service such as community organizing. Results were compared with conceptions of citizenship held by students engaged in another course with a smaller volunteering component. Opportunities for broadening service learning students’ understanding of citizenship are discussed.

The Maine League of Young Voters is an organization involved in educational and political civic engagement activities in the State of Maine. A membership base consisting of hundreds of grassroots members makes up the base of the organization. By studying the life cycle of the Maine League of Young Voters and comparing it to similar civic engagement organizations, the research here aims to increase the body of knowledge available about how these types of organizations evolve and change. Bowling Online: The Internet And The New Social Capital, Jason Gainous, Kevin M. Wagner

The decline thesis proponents in the social capital literature have largely ignored the fastest growing venue for new social capital formation - the Internet. We argue that the Internet is making a larger impact than the current research acknowledges. Using survey data from the Pew Internet & American Life Project combined with a survey of college students, we confirm a strong positive relationship between online social networking and political participation. Further, we present evidence that, at least in 2008 election, there was a bias toward voting for Democrats among those who utilized online social networking services including Facebook and Twitter. …
