After the major system failure in 2008, policy makers have started to question about whether the western financial system is still an optimal choice. Continuing financial liberalization or restricting foreign banks from entering are two choices for the developing world to consider. Thus, it is important to know whether China’s 2006 policy, which liberalizes China’s banking sector, has had a positive impact on its economic growth. The theories and empirical findings in the current literature provide an ambiguous answer to the economic impact of foreign banks’ presence. This guide uses a question-and-answer format to inform victim advocates and service providers of the findings of published research on intimate partner violence (IPV) and their relevance for practice. Detainees in the War on Terror have been at Guantanamo Bay for over a decade. The justification for these detentions has been, at least in part, the on-going hostilities in Afghanistan. However, President Obama’s announcement in his 2013 State of the Union address that “By the end of [2014] our war in Afghanistan will be over” may undercut the continuing detention authority for at least some of these Guantanamo detainees. During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

The dominant view of antitrust policy in the United States is that it is intended to promote some version of economic welfare. More specifically, antitrust promotes allocative efficiency by ensuring that markets are as competitive as they can practicably be, and that firms do not face unreasonable roadblocks to attaining productive efficiency, which refers to both cost minimization and innovation.

Both antitrust and IP law are limited and imperfect instruments for regulating innovation. The problems include high information costs and lack of sufficient knowledge, special interest capture, and the jury trial system, to name a few. More fundamentally, antitrust law and intellectual property law have looked at markets in very different ways. Further, over the last three decades antitrust law has undergone a reformation process that has made it extremely self conscious about its goals. While the need for such reform is at least as apparent in patent and copyright law, very little true reform has actually occurred.

Non-invasive measures for assessing long-term stress in free ranging mammals are an increasingly important approach for understanding physiological responses to landscape conditions. Using a spatially and temporally expansive dataset of hair cortisol concentrations (HCC) generated from a threatened grizzly bear (Ursus arctos) population in Alberta, Canada, we quantified how variables representing habitat conditions and anthropogenic disturbance impact long-term stress in grizzly bears. We characterized spatial variability in male and female HCC point data using kernel density estimation and quantified variable influence on spatial patterns of male and female HCC stress surfaces using random forests. Real-world expertise provides a valuable opportunity to understand how experience shapes human behavior and neural function. In the visual domain, the study of expert object recognition, such as in car enthusiasts or bird watchers, has produced a large, growing, and often-controversial literature. Here, we synthesize this literature, focusing primarily on results from functional brain imaging, and propose an interactive framework that incorporates the impact of high-level factors, such as attention and conceptual knowledge, in supporting expertise. This framework contrasts with the perceptual view of object expertise that has concentrated largely on stimulus-driven processing in visual cortex. One prominent version of …

On October 16, 2013, Wood County, Ohio held their first Project Homeless Connect event at St. Mark’s Lutheran Church in Bowling Green, Ohio. Project Homeless Connect (PHC) is designed to provide immediate goods and services to homeless individuals and those nearing homelessness. It provides basic needs and critical services in one day at one location. It originated in San Francisco and was later adopted and revised by the U.S. Interagency Council on Homelessness (USICH) to decrease homelessness in major American cities (Knetch & Martinez, 2009). An Event History Analysis Of Educational Loans And College Graduation: A Focus On Differences By Race And Ethnicity, Min Zhan, Xiaoling Xiang

This study examines the association between educational loans and college graduation rates, with a focus on differences by race and ethnicity. Data come from the 1997 National Longitudinal Survey of Youth (NLSY97). Results from event history analyses that control for a number of student characteristics, college experiences, and financial resources indicate that educational loans are positively related to the rate of college graduation. Larger loan amounts tend to decrease the likelihood of college graduation. The relationship between educational loans and college graduation is stronger among minority (Black and Hispanic) students. Overall, there is little evidence that educational loans reduce racial …

Preschoolers display surprising inflexibility in problem solving, but seem to approach new challenges with a fresh slate. We provide evidence that while the former is true the latter is not. Here, we examined whether brief exposure to stimuli can influence children’s problem solving following several weeks after first exposure to the stimuli. We administered a common executive function task, the Dimensional Change Card Sort, which requires children to sort picture cards by one dimension (e.g., color) and then switch to sort the same cards by a conflicting dimension (e.g., shape). In the United States, there is no comprehensive energy policy at the federal level. To address issues as diverse as climate change, energy security, and economic development, individual states have increasingly implemented Renewable Portfolio Standards (RPSs), which mandate that utility providers include a specified amount of electricity from renewable energy sources in their total energy portfolios. Some states have included incentives for individual energy technologies in their RPS, such as solar electric (also called photovoltaic or PV technology). Thomas Reid is one of the primary early expositors of the “dual-component” theory of perception, according to which conscious perception constitutively involves a non-intentional sensation accompanied by a noninferential perceptual belief. In this paper, I will explore Reid's account of olfactory perception, and of odor as a secondary quality. Reid is often taken to endorse a broadly Lockean picture of secondary qualities, according to which they are simply dispositions to cause sensations. This picture creates problems, however, for Reid's account of how we perceive secondary qualities, including odors. Given Reid's insistence that we come to be aware of odors only …

Latina and Latino political participation in the 2012 election reached new heights, proving to be a significant factor in the electoral outcomes of several battleground states and ultimately the reelection of President Obama. Both Latinas and Latinos played pivotal roles in the 2012 election, increasing their share of the national electorate and their support for President Obama over 2008 election levels. In the end, President Obama received 71 percent of the Latina/o vote (compared with 27 percent for Mitt Romney), surpassing all previous presidential candidates with the exception of Bill Clinton, who garnered 72 percent of the Latina/o vote in …
