This book is the result of an analysis of existing literature related to the marine environment and maritime activities in the Sound, of interviews with key stakeholders in the region and of a workshop held in the spring of 2013. It is being produced as part of the ARTWEI project (Action for the Reinforcement of the Transitional Waters’ Environmental Integrity), an initiative aimed at strengthening the transnational management of transitional waters funded by the EU South Baltic Programme.

Shaun will present on the recently completed pilot demonstration of multimodal arterial performance measures for the Portland metro region, as part of the larger regional concept of operations. Treatments include a permanent bike count station on the Springwater Trail, permanent truck classification stations, Bluetooth travel time stations, as well as leveraging existing transit and signal controller data to paint a picture of the collective modal transportation system.

Although the running of red lights is perceived by motorists as a commonplace behavior for cyclists, little research has been done on the actual rates of cyclist compliance at signalized intersections. Furthermore, little is known about the factors that influence cyclist non-compliance. This research seeks to illuminate the rates of and reasons for infringement against red lights using video footage and survey data from cyclists in Oregon.

Signalized intersections often rely on vehicle detection to determine when to give a green light. The 2009 Manual of Uniform Traffic Control Devices (MUTCD) includes an on-pavement marking and curbside sign that public agencies can use to indicate where cyclists should position themselves while waiting at an intersection. This presentation reviews the effectiveness of current markings, signs, and other methods used to help cyclists properly position themselves over detection.

The Baltic Sea is one of the world’s busiest waterways. An estimated 9% of the world trade and 11% of the world oil is transported through Baltic waters. Data show a 20% increase between 2005 and 2011 through the Skaw. However, shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution. The brackish water of the Baltic Sea coupled with long water retention, makes the ecosystem particularly sensitive to pollution. Sweden has a 11 500 km coastline, which makes it vulnerable to oil …

Electric bicycles (e-bikes) are well established in China and other Asian and European countries but have yet to realize their potential in the United States, although recently the number of e-bikes has been growing. Research on the economic, operational, and safety issues of e-bikes in the U.S. is limited. This research aims in part to understand if different bicycling technology, in this case electric assist bicycles or e-bikes, can reduce barriers to bicycling and encourage more bike trips and longer bike trips, and increase the diversity of people bicycling, including people with a disability or chronic injury to bicycle. The Transportation Planning Analysis Unit (TPAU) at ODOT helps to provide information to a large variety of transportation plans, projects, and policy questions. This allows customers to make better informed decisions and to maximize limited resources. In order to fill this role TPAU and the Oregon modeling community have a fairly large "toolbox" of models and analysis tools and procedures. This transportation seminar will give an overview of the role and services that TPAU provides and the different tools and processes used to fulfill that role.

Real-world traffic trends observed in PORTAL and INRIX traffic data are used to expand the performance measures that can be obtained from Portland Metro's travel demand model to include the number of hours of congestion that can be expected during a typical weekday and travel time reliability measures for congested freeway corridors.

Dr. Daniel Skinner's poster unravels the politics of Medicaid expansion in Ohio. Through graphic representations of key political, ethical, and policy dynamics, I show why Governor John Kasich has come to see the Medicaid expansion issue differently than most of the members of his Republican caucus, going so far as to call it “a matter of life and death.” This position, I show, owes in part to the different responsibilities that governors have within health care policy-making, as well as the unique politics of the state of Ohio. Dr. Alexander Heckman discusses how we expect our governments to tackle a diverse array of problems and take on a myriad of responsibilities. Often, we are frustrated at their apparent lack of success at doing so. What are the key factors that impact how effectively government agencies perform? Drawing upon my own empirical research and the public administration literature, I present a framework for thinking about the answer to this question, along with ideas for how to improve government performance. Ships carry seawater in their ballast tanks when they are not fully loaded with cargo, in order to maintain adequate trim, draught and stability, adjust list and limit stresses on the hull. It is now well documented that the water pumped into the ship contains aquatic organisms – which can also sink to the sediments at the bottom of tanks – and that these organisms are thereby transferred from the port of origin to the destination. We report the development of a prototype Decision Support Tool (DST) for modelling the risks of spreading of non-indegenous invasive species via ballast water. The DST constitutes of two types of models: A 3D hydrodynamical model calculates the currents in the North Sea and Danish Straits, and an agent-based model estimates the dispersal of selected model organisms with the prevailing currents calculated by the 3D hydrodynamical model. The analysis is concluded by a post processing activity, where scenarios of dispersal are combined into an interim estimate of connectivity within the study area. The latter can be used as a tool …
