The Danger Of Pressing Iran, Gabriel C. Lajeunesse Dec 2013

The Danger Of Pressing Iran, Gabriel C. Lajeunesse

Gabriel C. Lajeunesse

Overplaying our hand with Iran--either by piling on tough actions or by too rapid movement toward rapprochement--will play into the hand of hard liners and may cause President Rouhani’s efforts toward a negotiated settlement to fail.

The United Nations And The Magna Carta For Children, Winston E. Langley Dec 2013

The United Nations And The Magna Carta For Children, Winston E. Langley

Winston E. Langley

The impulse that invited the preparation of this book is one which is linked to the convergence of a number of factors bearing on my interest in human rights. First, the brutality visited on children during World War II has had an abiding negative effect on my sense of what is possible in human conduct. Second, I am persuaded that children are not simply the means by which human societies are continued, but, as well, the potential source of moral revitalization and transformation for those societies. Third, I recognize that the human rights movement, which followed World War II, holds …

The Semantics Of Cyber Warfare 网络战的语义, Jason Fritz Dec 2013

The Semantics Of Cyber Warfare 网络战的语义, Jason Fritz

Jason Fritz

The study of cyber warfare in China suffers from the same excess of overlapping terminology as English documents. This paper will analyze key cyber warfare terms from authoritative sources and show that all of them can be broken down into three fundamental branches that are common to both the People’s Republic of China and the United States of America. The three branches are: Information Operations, Computer Network Operations, and Net Centric Warfare. Streamlined categorizing can aid the efficiency of research and improve inter-agency structure. Additional benefits include more accurate threat assessment, limiting media and public misunderstanding, and increasing transparency to …

How China Will Use Cyber Warfare To Leapfrog In Military Competitiveness, Jason Fritz Dec 2013

How China Will Use Cyber Warfare To Leapfrog In Military Competitiveness, Jason Fritz

Jason Fritz

Extract:The People’s Republic of China (PRC) may be a global power economically but its military lacks force projection beyond the Asia Pacific region. Its traditional military hardware is one to three generations behind the US and Russia. In light of these deficiencies it is probable that cyber warfare will provide China with an asymmetric advantage to deter aggression from stronger military powers as they catch up in traditional military capabilities. Cyber warfare would also allow China to leapfrog by means of technology transfer and exploiting adversary weaknesses. This investigation will address three primary questions: What is China’s current military capability? …

Satellite Hacking: A Guide For The Perplexed, Jason Fritz Dec 2013

Satellite Hacking: A Guide For The Perplexed, Jason Fritz

Jason Fritz

Extract: A significant disruption to satellite services would have damaging effects on society. However, news headlines of satellites being hacked, such as those stemming from the 2011 Report to Congress of the US-China Economic and Security Review Commission, degrade discussion in international relations by oversimplifying the topic. Limiting the information given might be due to security concerns or a lack of attention span on the part of its intended audience; however oversimplification gives the impression that an individual hacker sitting at their computer can access satellites with a few simple keystrokes. Conversely, it might lead others to dismiss the topic …

The Path To Harmonious Regionalism 通往和谐地区主义的途径, Jonathan H. Ping Nov 2013

The Path To Harmonious Regionalism 通往和谐地区主义的途径, Jonathan H. Ping

Jonathan H. Ping

Three theoretical forms of hegemony are considered in order to ascertain the most compatible form for: the management of People’s Republic of China’s state power, the contemporary global political economy, and to obtain a harmonious regionalism for the Asia‑Pacific century. It is found that negotiation, institutionalisation, public goods, consent and support from the United States of America are all critical factors in achieving China’s vision of harmonious world in its own region.

The Politics Media Equation:Exposing Two Faces Of Old Nexus Through Study Of General Elections,Wikileaks And Radia Tapes, Ratnesh Dwivedi Mr

Ratnesh Dwivedi

The important identity of a responsible media is playing an unbiased role in reporting a matter without giving unnecessary hype to attract the attention of the gullible public with the object of making money and money only. After reporting properly the media can educate the public to form their own opinion in the matters of public interest. Throughout the centuries, the world has never existed without information and communication, hence the inexhaustible essence of mass media. The government has the power to either make or reject whatever that will exist within its environment. It also determines how free the mass media …

Examining The Distinct Effects Of Emotive Triggers On Public Reactions To International Terrorism, Cigdem V. Sirin, Nehemia Geva Oct 2013

Examining The Distinct Effects Of Emotive Triggers On Public Reactions To International Terrorism, Cigdem V. Sirin, Nehemia Geva

Cigdem V. Sirin

In recent years, a growing body of research has set out to examine the role that emotions play in shaping political attitudes and behaviors regarding terrorism. However, one major issue that is generally overlooked is whether the thematic relevance of emotive triggers leads to differential effects on people's reactions to international terrorism. Specifically, does anger—regardless of its source—tend to drive people towards supporting an aggressive foreign policy option to counter terrorism, or do the thematic underpinnings of anger (i.e., the specific contents that trigger this particular emotion, such as watching a news story about a recent terrorist attack) matter vis-à-vis …

Synopsis Of Chilean Renewable Energy Industry, Kyle Herman Oct 2013

Synopsis Of Chilean Renewable Energy Industry, Kyle Herman

Dr. Kyle S. Herman

The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere. This paper examines the Chilean government’s renewable energy policies and investigates potential pitfalls of early to mid-stage capital for the renewable energy industry. Recommendations include linking the mining industry to the …

Reconciling Positivism And Realism: Kelsen And Habermas On Democracy And Human Rights, David Ingram Oct 2013

Reconciling Positivism And Realism: Kelsen And Habermas On Democracy And Human Rights, David Ingram

David Ingram

It is well known that Hans Kelsen and Jürgen Habermas invoke realist arguments drawn from social science in defending an international, democratic human rights regime against Carl Schmitt’s attack on the rule of law. However, despite embracing the realist spirit of Kelsen’s legal positivism, Habermas criticizes Kelsen for neglecting to connect the rule of law with a concept of procedural justice (Part I). I argue, to the contrary (Part II), that Kelsen does connect these terms, albeit in a manner that may be best described as functional, rather than conceptual. Indeed, whereas Habermas tends to emphasize a conceptual connection between …

Why Putin Would Be Happy With Or Without War In Syria?, Ahmed E. Souaiaia Sep 2013

Why Putin Would Be Happy With Or Without War In Syria?, Ahmed E. Souaiaia

Ahmed E SOUAIAIA

Talking to reporters after the conclusion of the G20 meeting, the president of Russia, Vladimir Putin, declared that any military intervention in Syria without UNSC authorization is an illegal act of aggression. He also said that his country will supply (sell, that is) the Syrian government with weapons to defend itself. This statement, in a sense, clarifies an earlier declaration by his foreign minister, Sergei Lavrov, when he said that if the U.S. starts a war in Syria, Russia will not be part of it. Some analysts thought that Lavrov’s statement signaled Russia’s readiness to abandon Assad. The increased number …

Who Should Uphold International Law, And Why Do Syrians Support The Regime?, Ahmed E. Souaiaia Sep 2013

Who Should Uphold International Law, And Why Do Syrians Support The Regime?, Ahmed E. Souaiaia

Ahmed E SOUAIAIA

Answering a reporter’s question if bombing Syria is needed in order to preserve his credibility since he was the one who set a red line, President Obama replied: “First of all, I didn't set a red line. The world set a red line. The world set a red line when governments representing 98 percent of the world's population said the use of chemical weapons are abhorrent and passed a treaty forbidding their use even when countries are engaged in war. Congress set a red line when it ratified that treaty..."

It is true that international law and treaties have prohibited …

A Fragile Alliance: How The Crisis In Egypt Caused A Rift Within The Anti-Syrian Regime Block, Ahmed Souaiaia Aug 2013

A Fragile Alliance: How The Crisis In Egypt Caused A Rift Within The Anti-Syrian Regime Block, Ahmed Souaiaia

Ahmed E SOUAIAIA

Qatar, Saudi Arabia, United Arab Emirate (UAE), Turkey, and the West condemned in unison the Syrian regime for its harsh treatment of Syrians from the first day of the uprising in that country. Many observers were skeptical of the stated reasons for this sudden interest in human rights issues given that the Gulf States are in fact models of repressive governance. As the reaction to the Egyptian crisis revealed, the opposition to the Syrian regime was not motivated by its stated goals (support for democracy and condemnation for authoritarianism). It was dictated by narrow political, ideological, and sectarian interests.

Lessons Learned From Pakistan: A Dissertation On The Bush-Obama Drone Doctrine, Michael A. Pipa Aug 2013

Lessons Learned From Pakistan: A Dissertation On The Bush-Obama Drone Doctrine, Michael A. Pipa

Michael A Pipa

The first use of the modern day attack drone by the United States was in Afghanistan in mid 2002, and for the past 11 years attack drones have been used by the United States in as many countries as Pakistan, Yemen and Somalia. When considering the alternatives to using drones, such as sending marines on the ground to complete a mission or flying a piloted jet over enemy territory to gather intelligence, as well as the military power that the use of these vehicles projects, the attack drone has become the weapon of choice in the war on terror for …

Information Effects And Human Rights Data: Is The Good News About Increased Human Rights Information Bad News For Human Rights Measures?, Ann Marie Clark, Kathryn Sikkink Jul 2013

Information Effects And Human Rights Data: Is The Good News About Increased Human Rights Information Bad News For Human Rights Measures?, Ann Marie Clark, Kathryn Sikkink

Ann Marie Clark

Changes in quality and availability of information related to human rights violations raise questions about how best to use existing data to assess human rights change. Information effects are discernible both in primary sources of information and data coded by two prominent human rights datasets, the Political Terror Scale (PTS) and the Cingranelli-Richards Human Rights Data Set (CIRI). The authors discuss ways that human rights information has changed for the better, evaluate the scales and their primary text sources for countries in Latin America, and compare them with information drawn from regional truth commission data. Extra caution is advised when …

Human Rights Law And Military Aid Delivery: A Case Study Of The Leahy Law, Winifred Tate May 2013

Human Rights Law And Military Aid Delivery: A Case Study Of The Leahy Law, Winifred Tate

Winifred L. Tate

Explicitly prohibiting US military counternarcotics assistance to foreign military units facing credible allegations of abuses, Leahy Law creation and implementation illuminates the epistemological challenges of knowledge production about violence in the policy process. First passed in 1997, the law emerged from strategic alliances between elite NGO advocates, grassroots activists and critically located Congressional aides in response to the perceived inability of Congress to act on human rights information. I explore the resulting transformation of aid delivery: rather than suspend aid when no “clean” units could be found, US officials convinced their Colombian allies to create new units consisting of vetted …

To Compete Globally, Brics Nations Need Reputation, Not Imitation, Ahmed E. Souaiaia May 2013

To Compete Globally, Brics Nations Need Reputation, Not Imitation, Ahmed E. Souaiaia

Ahmed E SOUAIAIA

The economic, political, and social rise of the Western block of nations was founded on the single most enduring currency: reputation. Reputation, the source of credibility and trust, is the real asset that allows the U.S. to project its stature around the world. BRICS nations cannot rise to prominence by mimicking developed countries. They must build their reputation first. Wealth is only a byproduct of this more precious commodity, and countries who have it can squander it just as emerging economies can acquire it. For either of those results to happen in any country, circumstantial conditions and principled actions must …

Dictionary Of Turkish Foreign Policy In The Ak Party Era: A Conceptual Map, Murat Yesiltas, Ali Balcı Apr 2013

Dictionary Of Turkish Foreign Policy In The Ak Party Era: A Conceptual Map, Murat Yesiltas, Ali Balcı

Murat Yesiltas

This study aims to describe the foreign policy discourses and practices which have seen wide use in the era of the Justice and Development Party (the AK Party). Given the fact that concepts do not emerge independently of their historical context, this study argues that the AK Party government’s foreign policy can be analysed through the dominant concepts that have been used. The study also argues that what is “new” in the AK Party’s foreign policy can be understood by looking at the new concepts and conceptual changes that have occurred in that era. One of the foundational objectives of …

On The Need To Balance Endowments And Academic Integrity, Ahmed Souaiaia Apr 2013

On The Need To Balance Endowments And Academic Integrity, Ahmed Souaiaia

Ahmed E SOUAIAIA

As universities face revenues shortfalls due to national and global economic trends, administrators are forced to look for alternative funding streams. Some of the attractive options consist of creating satellite campuses in rich countries and accepting donors from individuals, corporations, and governments. What is the price of such new partnerships and what is the function of endowments for donors and the universities?
