Tobacco smoking harms health. Taxes and regulations can reduce that harm. But evasion reduces the efficacy of taxes and regulations and creates harms of its own in the form of illicit markets. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. Peter Reu-ter has pointed out that a flat ban on cigarettes would be likely to generate illicit-market harms similar to the harms of existing illicit drug markets. Taxes and regulations can be thought of as “lesser prohibitions,” subject to the same sorts of risks. Minimizing total harm means minimizing the sum of abuse harms and control …

The Impact Of Research And Development On Economic Growth And Productivity In The Us States, Luisa Blanco, James Prieger, Ji Gu

We estimate the impact of R&D on TFP and output in the private sector at the state level in the US from 1963 to 2007. R&D has a large effect on both output and TFP at the state level in the long run. The R&D elasticity in a state averages 0.056 to 0.143, implying returns to state GDP from R&D spending of 83% to 213%. There are also positive R&D spillovers, with 77% of the total returns accruing to other states. The R&D elasticities are either stable or increase slightly after 1993. Our roadmap to the cloud started with WorldCat Local as our catalog/discovery system. Next we moved to OCLC’s WorldShare Management Services (WMS), a cloud-based ILS system/platform including the License module and WorldCat Knowledge Base we use to manage our e-resources. At the same time, the cloud also moved into public services with the use of the Springshare platform for our reference, instruction, statistics and room reservation systems. Staff scheduling is also in the cloud with Whentowork. All of these cloud based technology changes have revolutionized the way librarians and staff do their routine jobs. A Qualitative Analysis Of The Use Of Financial Services And Saving Behavior Among Older African Americans And Latinos In The Los Angeles Area, Luisa Blanco, Maria Ponce, Arturo Gongora, O. Kenrik Duru

For this study, we conducted 7 focus groups in the Los Angeles area with a total of 70 participants (42 Latinos and 28 African Americans) recruited from 3 senior centers and a church. Overall, participants were not well prepared for the future in terms of their health care financing. African Americans in the study tended to participate more in the formal financial sector and show a high level of sophistication when managing their finances than Latinos. African Americans also were more likely to save than Latinos, but their level of saving was not very large. We also find that participants …

Social media has revolutionized how citizens communicate and interact with each other. President Barack Obama’s 2008 presidential campaign notably demonstrated just how impactful online interconnectivity could be in reaching out to key demographics. More specifically, Twitter has become increasingly popular in achieving communication with constituents while enabling voters to become citizen journalists and active participants in the political process. This paper seeks to trace the evolution of Twitter as a political resource and determine what influence it has in enhancing and inhibiting political communication. This quantitative research project set out to answer the question, “What type of advertising strategy, logos, ethos, or pathos, will be most effective in increasing donations to Hats Off for Cancer, a nonprofit organization?” By administering a survey including manufactured advertisements to potential donors through the Hats Off for Cancer e-newsletter, the Hats Off for Cancer Facebook page, and my own Facebook network, I received 44 responses. These responses indicated the participants’ involvement with the organization as well as their preferred advertising strategies and their reasoning for this. 79 percent of respondents felt that the advertisement using pathos was most …

This paper explores the influence of computer-mediated communication (CMC) on long-distance dating relationships (LDDRs), and how new technologies such as Skype and Facebook have evolved as important platforms in relationship maintenance and relational satisfaction. Twenty participants participated in a closed-ended questionnaire that included a scale to measure relational satisfaction as developed by Hendrick (1988), as well as Stafford and Canary’s (1992) revised relational maintenance scale. Results of the study showed that Skype has become the preferred medium for communication in LDDRs over email, where previous research claimed email as a dominant platform of CMC.

There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. Mobile technology is one of the fastest growing industries. In rural parts of the world, mobile phones are more accessible than sanitation facilities and electricity. Mobile phones can be used to transmit health information, promote health awareness, track the spread of diseases, and ultimately decrease the prevalence of diseases. In light of the recent financial crisis and economic downturn, policymakers are looking at other options to raise tax revenue. One such option proposed is a financial transaction tax which would tax various cross-border transactions such as banking or securities transactions. The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Since 1999, the Organization for Islamic Cooperation has annually introduced a resolution to the United Nations Human Rights Council to create an international blasphemy law. The United Nations is currently debating whether to accept a resolution that criminalizes blasphemy. In order to assess whether the United Nations should enact such a law, this article examines the laws of the United States in comparison to three countries that enforce their blasphemy laws: Indonesia, Pakistan, and Saudi Arabia. Economic Growth And The Optimal Level Of Entrepreneurship, Catherine Bampoky, Luisa Blanco, Aolong Liu, James Prieger

What is the “growth penalty” when a country’s entrepreneurship deviates from its optimal level? We use data on entrepreneurship for a panel of developed and developing countries over 2003-2011 to estimate growth equations. We treat the impact of entrepreneurship on real GDP growth as heterogeneous across countries. The methodology accounts for unobserved heterogeneity among countries in the optimal entrepreneurship rate and other factors affecting growth. In less developed countries, there is not enough entrepreneurship, and increases in the entrepreneurship rate have a sizeable positive effect on growth. In high income countries, entrepreneurship appears to be close to the optimum. We …

With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. This study sets out the facts regarding broadband deployment and usage in the US and the particular promise of mobile broadband for minorities. Fixed broadband is nearly ubiquitous and most people have access to four or more mobile broadband providers. Growth in fixed broadband usage is leveling off, while mobile broadband usage growth remains robust. Blacks and Hispanics generally have fewer fixed broadband options but more mobile broadband providers available. Gaps in broadband usage overall (fixed and mobile combined) for minorities persist and are quite large. Matching estimators show that lagging broadband adoption among minority groups is not fully accounted …

We conduct a basic yet thorough analysis of entry and exit in the US broadband market, using a complete FCC census of providers from 2005 to 2008. There is a tremendous amount of (simultaneous) entry and exit in the US broadband market. Most entry is from existing providers expanding into new geographic areas. Entry and exit vary widely across the various modes of provision, which argues against treating broadband as a homogenous service in theoretical or empirical work. The highest entry rates also generally have the highest entrant shares. Entry rates display positive autocorrelation, and the same is true for …

The recent successful ballot initiatives in Colorado and Washington to legalize recreational marijuana despite restrictive federal law continue to demonstrate the disconnect between national and state marijuana policy. In order to understand how many of these national policies were enacted, an investigation will be presented of the discriminatory history of marijuana legislation, indicating the inconsistent nature of past regulation. Thus following will be an examination of relevant Supreme Court cases depicting the Supreme Court’s ultimate hesitation to prevent the states from circumventing federal marijuana law. This study examined the relationship between music preference and extraversion on complex task performance in a sample of 34 college students from a small, Christian, liberal arts university. Separated into two groups of high and low extraversion, these 34 participants were invited to participate in the experimental phase of the study. For the experimental phase, each participant experienced three different music conditions (Preferred, Preset, and Silence) while performing a complex reading comprehension task. The results revealed a significant interaction effect between level of extraversion and music condition. Individuals with higher levels of extraversion performed marginally significantly better listening to preferred …

This study investigates undergraduate students’ partner preferences and selection at Pepperdine University by examining the traits desired of those seeking a potential partner and the expectations one has for them. Results from the survey responses support previous research in this area and indicate males’ preference for dominant feminine traits, including physical attractiveness, and females’ preference for dominant masculine traits, such as high earning potential. While the majority of males and females desired a more egalitarian relationship, males were more likely to want their partners to be a follower and females were more likely to desire their partners to assume the …
