America has now been in the throes of a deficit and debt crisis for nearly a decade. Over the last three years, the federal government has tied itself in knots trying to reach a long-term solution. Any effective solution will involve tax increases and entitlement cuts. This paper focuses on the American states and the sources of the expanding structural imbalance between their highway-related revenues on the one hand and expenditures for transportation infrastructure needs on the other. The paper describes the roots of the funding problem over recent decades, looks at some of the responses taken at the state and federal level, and discusses their inherent limitations as solutions to this funding crisis. The paper also presents several policy recommendations for increasing revenues. During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. For the United States, terrorism was no longer a distant phenomenon visited upon faraway regions; it had come to America with stark brutality.1 Consequently, the administration of President George W. Bush sought to advance a security strategy to counter the proliferating threat of terrorism.

North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night. Thus, bats play a role in regulating insect populations, insect-related ecological processes, and nutrient redistribution and cycling …

Proxy citizenship is the mechanism through which certain rights of citizenship—the ability to make claims for redress to a state—are conferred on activists through relationships with NGOs. Focusing on advocacy from within the policy process, U.S. and Colombian NGOs channeled political legitimacy and rights of access to Colombians, whose claims emerge from the experience of governance as articulated through testimony. This process, and its roots within the shared history of the Putumayo region of Colombia and Washington, DC, reveals emerging practices of citizenship claims and transnational political participation.

The scholarly debate about how to select state judges has been ongoing for decades; the public debate on the issue spans more than a century. Proponents on each side seem confident that their preferred method of judicial selection is the best. Reformers argued that, “judicial elections deserve the limelight in the variety show of threats to judicial independence.” Defenders of judicial elections have countered that judicial reformers are “waging war on democratic processes and the rights of citizens to maintain control over government.” The empirical evidence to date, however, has largely resulted in a draw. The number of Iraqi refugees resettled in the United States has grown from only 202 in 2006 to approximately 17,000 in 2009. Since 2007, 58,810 Iraqi refugees have arrived in the United States. This group now forms the largest refugee population in the state of Massachusetts. At the same time, a large number of veterans are returning from Iraq and Afghanistan.

This project recognizes the increasing need for dialogue and exchange with and within these communities and a further need to broaden understanding of the cultural influences on our changing communities.

Modifications to policy-making processes and actors are crucial when transitioning to multi-level governance. Civic engagement in budgeting processes, where crucial policy decisions are determined, is an important component of shared governance. Understanding the new roles for citizens in the budget process, then, can extend our knowledge of multi-level governance. This research explores the ways in which the budget process incorporates citizen participation to foster an ideal of civil society in the United States, Brazil, and China. The Results-Based Leadership Group surveyed 470 companies and discovered that the top 25companies with effective leadership practices dedicated twice as much effort to leadership development as did other companies, indicating a strong relationship between success and leadership development. The problem explored in the current study was the lack of qualitative analyses of the U.S. Air Force Development Team processes. Agate Fossil Beds National Monument (AGFO) plays a vital role in protecting and managing some of the last remnants of native mixed-grass prairie in the region. The Northern Great Plains Inventory & Monitoring Network (NGPN) and Fire Ecology Program (FireEP) surveyed 12 long-term monitoring plots in Agate Fossil Beds National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park.
