Do Political Parties Matter For Turnout? Number Of Parties, Electoral Rules And Local Elections In Brazil And Bolivia, Carew Boulding, David Brown

Does the number of political parties influence voter turnout in developing democracies? Some scholars argue that large party systems facilitate matching voter preferences with a specific party, increasing turnout. Others argue multiparty systems produce too many alternatives, decreasing turnout. In developing democracies, there is debate over whether these institutions matter at all. We argue that party systems do matter for turnout in developing countries, but the relationship between turnout and the number of political parties is conditional on the electoral formula. Under proportional representation systems, large numbers of parties increase turnout. Under winner take all systems, large numbers of parties …

It also reviews the roles played by international government organizations such as the Missile Technology Control Regime, export oriented businesses, and research intensive universities.

Comparative Direct Democracy: A Study Of Institutions And Individuals, Donald D. Mirjanian

Do institutions matter? This dissertation examines the role of institutions in the context of comparative direct democracy. Through an institutionalist framework, this study considers how the context in which the mechanism of direct democracy is first introduced has an impact on later usage, and how individuals operate when constrained by those very institutions. In particular, I examine the cases of Italy, France, Uruguay, and Venezuela and find that the inclusion of direct democracy mechanisms (most commonly, the referendum device) is more likely to occur when previously excluded "out-groups" participate in constitutional formation. The current study is concerned with the role that transnational criminal organizations play in the ability of a small country, such as Jamaica, to govern itself effectively. Jamaica is identified as a major producer and distributor of cannabis, since the 1970s, and today plays an active role in other established illicit markets for cocaine and illegal weapons. Despite a long-term and continued involvement in U.S. funded drug trafficking and counterdrug programs, and the establishment of several anti-crime organizations within the country, Jamaica’s successes have been marginal. Escaping The Resource Curse: The Sources Of Institutional Quality In Botswana, Angela Gapa

Botswana has recently garnered analytic attention as an anomaly of the “resource curse” phenomenon. Worldwide, countries whose economies are highly skewed towards a dependence on the export of non-renewable natural resources such as oil, diamonds and uranium, have been among the most troubled, authoritarian, poverty-stricken and conflict-prone; a phenomenon widely regarded as the “resource curse". The resource curse explains the varying fortunes of countries based on their resource wealth, with resource-rich countries faring much worse than their resource-poor counterparts. However, Botswana, with diamond exports accounting for 50percent of government revenues and 80percent of total exports, has achieved one of the …

The Quest For Territorial Autonomy: Mapuche Political Identities Under Neoliberal Multiculturalism In Argentina, Lucas Savino

In the context of neoliberal multiculturalism, indigenous activists face a fundamental dilemma. While they organize as indigenous peoples to negotiate and demand from states new terms of citizenship, activists recognize that new forms of accommodation for such demands exist within state institutions. However, indigenous organizations also discover that certain demands exceed these new spaces of participation. I argue that territorial autonomy is one such demand because it challenges the existing power imbalances between indigenous peoples and the state.
Not surprisingly, territorial autonomy is a common feature of many emerging forms of indigenous activism in contemporary Latin America. Based on new …

This paper argues that although, during the governance of the Muslim Brotherhood, the promotion of the Turkish model through political and economic support was welcomed in Egypt, it is not compatible with the country and cannot be emulated, while there are also different perceptions about the matter on the elite and mass political culture levels. Moreover, based on the political culture(s) of the county, it is very likely that future governments in Egypt would want to assume a greater regional role. During the debate over the Patient Protection and Affordable Care Act ("Obamacare"), the reading and understanding of legislation became one of the most controversial issues mentioned in Congress and throughout the media. This led many to state that lawmakers should “read the bill,” and led one academic to propose a read-the-bill rule for Congress, where legislators would not vote or vote “no” if they had not read the full text of the legislation. My essay argues that in contemporary legislatures such proposals are unfeasible, and would ultimately produce lower quality legislation. In doing so, the piece uses interviews with legislative …

Despite increased attention to Latin American legislatures, we know little about legislative candidate selection—particularly in countries that underwent institutional reforms. This paper analyzes candidate selection in Bolivia’s lower legislative chamber using database of candidate & legislator biographical data. Bolivia is an interesting case because it significantly altered its electoral system (from list-PR to MMP). Using legislative candidate biographical data (winners and losers), the paper observes effects in changes in candidate recruitment across pre- and post-reform periods. Despite considerable interest in the relationship between Islam and political violence, there is little systematic empirical research that explores the intra-state conflict proneness of Muslim majority states. Existing studies either offer inconclusive evidence of a relationship or suffer from methodological flaws. If we analyze the proportion of countries with large Muslim populations that experience domestic armed conflicts, Muslim-majority states do in fact stand out. What explains the prevalence of political violence in the Muslim world and to what extent does religion play a role in promoting violence? In the 1980s and 1990s, the Latin American region experienced a profound shift in development ideologies that resulted in the creation of a new type of state: the Latin American neoliberal state. This state emerged in three stages: the stabilization stage—focused on balance of payments and austerity; the structural adjustment stage—which was more broadly and deeply focused on changing the structure and culture of society; and the institutional turn—which was an acknowledgment that the neoliberal state had not effectively dealt with poverty, inequality, or the quality of institutions that integrated market, society, and polity. the paper investigates the organization, the mandate and the performance of public accounts committees in Asia. The evidence presented here can easily be summarized in the following terms: PACs from Asia are bigger, better staffed and more likely to be chaired by an opposition MP than PACs in the rest of the world. These three characteristics are offset by the fact that in Asian PACs opposition parties are not represented nearly as well as they are in the rest of the world. In terms of mandate, PACs in Asia have on average a much wider mandate than they do elsewhere. …
