Few rights that are guaranteed by constitutions and bills of rights are expressed to be absolute. In many jurisdictions, the legislature is permitted to impose restrictions on rights for specified reasons and under particular conditions. However, constitutional or bill of rights text often do not expressly indicate how the courts should determine that applicants’ rights have been legitimately restricted. To this end, courts in jurisdictions such as Canada and the United Kingdom have adopted the European doctrine of proportionality. The twentieth century has seen its share of Vietnamese diasporas and migratory flows. In France alone, one counts six different Vietnamese diasporas, each unique in its composition, motivation, politics, and length of stay in France. As in the First World War, the Vietnamese Second World War diaspora was unique in that its migration was meant to be temporary (for the duration of the war only), organized by the French imperial nation-state that largely requisitioned rather than attracted labor, and in that the migrants were exclusively male. The crossing of national borders between nations of the developing world provides opportunities for the poor who seek sources of livelihood, while putting migrants, especially women migrants, at risk of exploitation and abuse. It is against the backdrop of these contradictory effects of migration for poor women that this thesis examines the experiences of a group of daily cross-border migrant women in northern Viet Nam. The study focuses on the role of networks in their lives. War is considered one of the most intransigent obstacles to development; yet, the long-run effects of war on individual health have rarely been examined in the context of developing countries. Based on unique data recently collected as a pilot follow-up to the Vietnam Longitudinal Survey, this study examines health status of northern Vietnamese war cohorts (those who entered adulthood during the Vietnam War and now represent Vietnam’s older-adult population). To ascertain whether and how war impacts old-age physical and mental health, we compare multi-dimensional measures of health among war survivors, including civilians, combatants, noncombatants, and nonveterans involved in militia activities. …

Prenatal care is credited with reducing neonatal, perinatal, and maternal mortality and morbidity. The main purpose of the thesis is to examine the ethnic disparities between majority and ethnic minority women in prenatal care usage. The thesis also analyzes the effects of age, education attainment, female employment, and region on prenatal care utilization in Vietnam. I employ the Demographic and Health Survey 2002 in Vietnam. Although arsenic is naturally present in the environment, 99% of human exposure to arsenic is through ingestion. Throughout history, arsenic is known as “the king of poisons”; it is mutagenic, carcinogenic, and teratogenic. Even in smaller concentrations, it accumulates in the body and takes decades before any physical symptoms of arsenic poisoning shows. According to the World Health Organization (WHO), the safe concentration of arsenic in drinking water is 10 µg/L. However, this limit is often times ignored until it is decades too late and people begin showing symptoms of having been poisoned.

Long-Run Mortality Effects Of Vietnam-Era Army Service: Evidence From Australia's Conscription Lotteries, Peter Siminski, Simon Ville

We estimate the effect of Vietnam-era Army service on mortality, exploiting Australia's conscription lotteries for identification. We utilize population data on deaths during 1994-2007 and military personnel records. The estimates are identified by over 51,000 compliers induced to enlist in the Army. We find no statistically significant effects on mortality overall, nor for any cause of death. The estimated relative risk (RR) of death associated with Army service is 1.03 (95% CI: 0.92, 1.19). On the assumption that Army service affected mortality only for those who served in Vietnam, the estimated RR is 1.06 (95% CI: 0.81, 1.51).

This study analyses data from the Vietnam Study of Family Change to document trends and determinants of marriage payments in Vietnam from 1963 to 2000. We investigate the extent to which structural and policy transformations influenced the practice of payments, and estimate how societal changes indirectly impacted payments via their effects on population characteristics. Results indicate that marriage payments surged following market reform, but also reveal nuanced trends during earlier years. While the socialist attempts to eradicate brideprice appear to have been successful in the North before economic renovation, they were unsuccessful in the South. In 1969, Jerilyn Brusseau’s brother, American Daniel Cheney, died when his helicopter was shot down over Vietnam’s southern provinces. Brusseau vowed that when the war was over she would work for reconciliation. Gathered with friends around the breakfast table one Sunday morning, the group decided on an avenue to build bridges of reconciliation between the United States and Vietnam: “We wanted to take the spirit of ‘citizen diplomacy’ fostered by 18 previous international PeaceTrees programs in other countries to a deeper level, by working with the Vietnamese people in removing landmines and planting trees.”

Dark tourism, which is the travel to places associated with death and suffering, can play an important role in a country’s economy and construction of historical narratives. Visiting sites associated with the Vietnam War has emerged as a vibrant part of Vietnam’s tourist industry, and crowds of foreign tourists can be found at several sites that are dedicated to commemorating the war. Several questions emerge from these sites, concerning the nature of their representation of the war, the reasons tourists visit, the impact on perceptions of visiting tourists, and the ethical implications on local Vietnamese that war tourism creates. Based on previous academic literature, relationships between non-governmental organizations and governments are categorized as being either generally cooperative or generally conflictual, and vary state to state. Considering an assumption that more freedom afforded to a state provides space in society for a more vibrant third sector, it seems intuitive that states with more freedom will experience more cooperative relationships with the NGO sector than states with less. However, six case studies illustrate that this may not always be a correct assumption. To test this hypothesis, Freedom House statuses between 1991 and 2011 are averaged to provide an overall status of …
