Prelude to a Master Plan offers ideas, recommendations, and a toolkit to help the town chart its own path towards that future. Canada’s medium-sized cities have recently experienced a significant net loss in human capital growth attributed alone to internal migration. Subsequently, the largest cities in the country have received a net growth in human capital in part due to internal migration. Using mixed qualitative methods in the form of a policy document analysis and in-depth key informant interviews, this study aims to understand how and to what extent institutional relations are leveraging post-secondary education institutions in medium-sized city-regions of Ontario to attract and retain the highly skilled. Although economic development has been a long standing tradition within policy agenda of municipalities, it has nevertheless undergone significant changes as a way of gaining competitiveness over the years. Since the 1990s, however, economic development has become a critical component on municipalities’ agenda, partly as a result of local municipal level conditions and partly due to global economic changes. The Correlation Between Human Capital And Morality And Its Effect On Economic Performance: Theory And Evidence, David J. Balan, Stephen Knack

In this paper we analyze the relationship between the correlation between morality and human capital (‘‘ability’’) on the one hand and aggregate economic performance on the other. Morality is defined as an aversion to consuming goods obtained through appropriative rather than productive activities. In our empirical analysis we adapt the well-known regression framework of Rodrik et al. (2004), using the World Values Survey as a source of proxies for morality. Using our preferred proxy, we find evidence that higher within-country correlation between morality and ability, holding constant the levels of morality and ability, increases per-capita income levels. The 17 "rare earth elements" are essential for the development of new technologies. Over the last several decades, China has established a virtual monopoly on the rare earth industry, producing over 97% of the world's current demand. This was achieved by effectively undercutting other producers who stopped competing in this market. In 2010, in an effort to bolster its domestic market, China decided to reduce the amount of rare earth elements that it would export. City officials often use focus groups in economic development. However, findings indicate that group dynamics can threaten validity when seeking consensus. Data suggest a strong rebound effect for participants to return to their earlier pre-focus group assessment beliefs. Introduced is the ‘BUCKS’ Planning Model for facilitating city economic development initiatives.

Business incubators often figure prominently into regional economic development and innovation strategies. This paper reports on a recent survey aimed at identifying appropriate methods for the evaluation of nonmetropolitan, rural incubator performance. The results draw upon responses from 209 of 719 active U.S. Business incubators identified through our research. Roughly one quarter of the respondents were located outside of areas classified as metropolitan. This paper focuses on critical similarities and differences between metropolitan and non-metropolitan business incubators along the dimensions of economic role, function, and effectiveness. The survey and preliminary synthesis of follow-up interviews suggests that an explicit awareness of …

While Japan marked its success in surpassing the U.S. to dominate the semiconductor industry in 1986, the Chinese semiconductor industry transformed from a small sector into a global competitor. This thesis tracks and compares the developmental histories of this industry between China and Japan and analyzes the differences in government policy, economic systems, comparative advantage and trade policy in both countries, in order to ascertain the two countries’ industrial development strategies and governments’ impacts on the semiconductor industry. This analysis finds that Japan’s development strategy targeted a knowledge- and capitalintensive industry (semiconductor industry, in this case) by providing preferential assistances …

This paper discusses one successful partnership between the University of Massachusetts at Amherst and the City of Springfield in Massachusetts. This collaboration was targeted to benefit the City by helping with their economic revitalization efforts, and the University by giving them a space in downtown Springfield for a ‘Design Center’, where students have a meeting space for studio and field work and can then exhibit their work. The paper ends with a set of principles that can guide other institutions and communities in developing strategic outreach and engagement activities.
