The Bank Of Tanzania (Bot) As The Custodian Of The Tanzanian Economy: Opportunities And Challenges, Conrad John Masabo Mr.
The Bank Of Tanzania (Bot) As The Custodian Of The Tanzanian Economy: Opportunities And Challenges, Conrad John Masabo Mr.
Conrad John Masabo Mr.
When Tanzania embarked on fundamental transformation of its economy almost two decades ago one of the top agenda in the economic reforms was the need to overhaul the financial system. And in view of pivotal role it plays in the country’s economy, the banking sector was the first to undergo reforms. Implementation of the reforms followed recommendations of the Presidential Commission on the need to modernize the banking sector dubbed the Nyirabu Commission. The BOT Act of 1995 was a landmark in Tanzania’s monetary history by adopting a single policy objective, i.e. price stability and moving away from multiple-policy objectives. …
Corruption And Human Rights: Exploring The Relationships, Berihun Adugna Gebeye
Corruption And Human Rights: Exploring The Relationships, Berihun Adugna Gebeye
Human Rights & Human Welfare
Corruption is a global phenomenon which every society faces though its degree of severity varies from country to country. Despite its long history, there is no single universally agreed upon definition of corruption. Moreover, its causes, forms and impacts are diverse and multi-faceted. Understanding corruption by itself is a complex undertaking. However, it is agreed that corruption is inimical to public administration, undermines democracy, degrades the moral fabrics of the society and violates human rights. The pain of corruption touches all the human family but it disproportionately affects the vulnerable sections of the society. It reinforces discrimination, exclusion and arbitrariness. …
Corruption, Public Integrity And Globalization: Aspects And Trends In South-Eastern European States, Lucica Matei, Andrew Ewoh
Corruption, Public Integrity And Globalization: Aspects And Trends In South-Eastern European States, Lucica Matei, Andrew Ewoh
Andrew I.E. Ewoh
In the past three decades, the developments of the processes and phenomena concerning corruption and public integrity highlight more obvious connections with globalization. More often, relevant analyses and studies reveal ”the globalization of corruption” or convergence of anti-corruption strategies etc. Those assertions are supported by the forms of expression of globalization in various fields, such as the economic, political or social fields. In this context, recently, the analysts have identified a ”corruption eruption”, whose causes are multiple but the political transformations induced by popular and social movements, political and economic liberalization are outstanding. For the South-Eastern European states, the fall …
Assessing Whether Oil Dependency In Venezuela Contributes To National Instability, Adam Kott
Assessing Whether Oil Dependency In Venezuela Contributes To National Instability, Adam Kott
Journal of Strategic Security
The focus of this article is on what role, if any, oil has on Venezuela's instability. When trying to explain why a resource-rich country experiences slow or negative growth, experts often point to the resource curse. The following pages explore the traditional theory behind the resource curse as well as alternative perspectives to this theory such as ownership structure and the correlation between oil prices and democracy. This article also explores the various forms of instability within Venezuela and their causes. Finally, the article looks at President Hugo Chavez's political and economic policies as well as the stagnation of the …

Virtue And Virility: Governing With Honor And The Association Or Dissociation Between Martial Honor And Moral Character Of U.S. Presidents, Legislators, And Justices, Dov Cohen, Angela K.-Y. Leung

In many honor cultures, honor as martial honor and honor as character/integrity are often both subsumed under the banner of honor. In nonhonor cultures, these qualities are often separable. The present study examines political elites, revealing that Presidents, Congresspeople, and Supreme Court Justices from the Southern United States with a greater commitment to martial honor (as indexed by their military service) also show more integrity, character, and moral leadership. This relationship, however, does not hold for nonsoutherners. The present studies illustrate the need to examine both between culture differences in cultural logics (as these logics connect various behaviors under a …

Essays In Sports Economics, Daniel Mark Chin
Essays In Sports Economics, Daniel Mark Chin
USF Tampa Graduate Theses and Dissertations
The study of economics is based on key concepts such as incentives, efficiency, marginality and tradeoffs. Economic research has hypothesized and tested for how economic agents behave after taking each of these into account. In order for agents to meet their objectives it is sometimes the case that they intentionally keep their behaviors out of sight. However, economic theory can be used to search for patterns of observed behaviors from which the unobserved behaviors can be inferred. This dissertation performs this kind of analysis by observing the behavior of sports participants.
Chapter 1 is an application of Becker's (1968) economic …
Time To Cry Over Spilled Milk: An Investigation Into China's Food Safety System, Rachel Baker
Time To Cry Over Spilled Milk: An Investigation Into China's Food Safety System, Rachel Baker
Honors Theses
China is plagued with food safety scandals ranging from contamination of dairy, to exploding watermelons in the countryside. This thesis explores the four main reasons that China has many food safety regulatory issues: the wide dispersion of farms in China, the fragmentation of the food safety regulatory system, weakness of local implementation, and the poor structure of commerce. Using the case studies of the dairy and pork industries this thesis examines these four proposed flaws and proposed solutions for improving food safety in China. Governmental flaws and mistakes are mostly responsible for these problems, but the current structure of government …
Imperfect Detection Of Tax Evasion In A Corrupt Tax Administration, Diego Escobari
Imperfect Detection Of Tax Evasion In A Corrupt Tax Administration, Diego Escobari
Economics and Finance Faculty Publications and Presentations
This article models the imperfect detection of tax evasion motivated by the existence of a corrupt tax administration. Consistent with previous literature, fines and audit probabilities both have a positive effect on compliance. Moreover, the model shows that they have a negative effect on the bribes paid to corrupt tax officials. More corruption decreases compliance levels, giving honest auditors incentives to work harder to detect evasion. Giving inspectors a share of the detected evasion (tax farming) makes auditors work harder; however, increasing their wages reduces their exerted effort to discover evasion. Higher compliance can as well be achieved by hiring …

Combatting Fraud And White Collar Crimes: Lessons From Nigeria., Professor Ben C Osisioma
Prof Ben Chuka Osisioma
Nigeria has paid dearly for ethical lapses and competency deficiencies in public and private life. Fraud is systemic in Nigeria with the ordinary citizen being compelled to be either a liar, a cheat or an outright thief. Fraud has stultified growth and national development, subverted the nation’s values and norms, generated a culture of illegality and impunity in public service, and frittered away the promise of the nation’s future. Today, the nation faces the trauma of a State whose date with destiny has been put on hold, for reasons that are completely self made, and completely avoidable. Any remedial measure …
Isolated Capital Cities, Accountability And Corruption: Evidence From Us States, Filipe R. Campante, Quoc-Anh Do
Isolated Capital Cities, Accountability And Corruption: Evidence From Us States, Filipe R. Campante, Quoc-Anh Do
Research Collection School Of Economics
We show that isolated capital cities are robustly associated with greater levels of corruption across US states. In particular, this is the case when we use the variation induced by the exogenous location of a state’s centroid to instrument for the concentration of population around the capital city. We then show that different mechanisms for holding state politicians accountable are also affected by the spatial distribution of population: newspapers provide greater coverage of state politics when their audiences are more concentrated around the capital, and voter turnout in state elections is greater in places that are closer to the capital. …

A New Index Of Legislative Oversight, Riccardo Pelizzo
A New Index Of Legislative Oversight, Riccardo Pelizzo
riccardo pelizzo
The purpose of this paper is to present a new index of legislative oversight. Building on the work by Stapenhurst (2011), who argued that a proper index of legislative oversight capacity should reflect not only legislatures’ internal oversight capacity but also the impact of contextual factors, we devise and propose a modified version of the Stapenhurst. The results of the empirical analyses presented in the paper sustain the claim that when properly operationalized and measured, legislative oversight capacity is a good predictor of legislative oversight effectiveness and other policy relevant results.
Comparative Case Studies Of Rent-Seeking In China’S State-Owned Enterprises: The Ministry Of Railway And China Mobile, Wendy Qian
Wendy Qian
The problem of rent-seeking in China’s state-owned enterprises has worsened since the rapid increase in infrastructure investment, such as telecom and railway. State-owned enterprise reform in China has given licensing power to officials and executives without sufficient checks and balances. The Chinese government plans to introduce corporate governance structures and encourage private investment for the previously state-dominated industries, such as the railway industry, in the next decade. Yet these formalities cannot eradicate the political problem of corruption. This thesis will examine rent-seeking through the case studies of China Mobile’s former deputy general manager and Communist Party secretary Zhang Chunjiang’s patronage …

The Private Business Of Porfirio DíAz And The Early Modernization Of Mexico, 1876-1911, Jorge H. Jimenez
Open Access Theses & Dissertations
Porfirio Díaz came to power in 1876 and ruled Mexico for over three decades. This period has been known as the Porfiriato. Mexico's economy became part of the modern global market and the country experienced a process of industrialization, the rise of foreign trade, the expansion of communications, and the emergence of new social classes. These series of economic and social transformations have been linked with the country's early modernization.
My dissertation contributes new insights into Mexico's process of modernization and shows how this transformation brought the rise of an entrepreneurial class under Porfirio Díaz guidance and leadership. My dissertation …
Do International Corruption Metrics Matter? Assessing The Impact Of Transparency International's Corruption Perceptions Index, Omar Elemere Hawthorne
Do International Corruption Metrics Matter? Assessing The Impact Of Transparency International's Corruption Perceptions Index, Omar Elemere Hawthorne
Graduate Program in International Studies Theses & Dissertations
This dissertation examines the impact of Transparency International's (TI), Corruption Perceptions Index (CPI) and whether or not the CPI and hence TI matter. It examines the impact of TI's CPI on policymakers. It explores three areas: world's political and economic responses and Jamaica's policy responses to the CPI. Jamaica is selected for a case study due to TI's high corruption perceptions index rating for the country: a country that legally has strong anti-corruption laws but, nonetheless, sees its CPI ranking worsen almost yearly.
This study comprises mixed methodologies, using both qualitative and quantitative measures to assess the impact of the …

Maintaining And Regaining Organizational Legitimacy : The U.S. Securities And Exchange Commission, Karen R. Bryce
Maintaining And Regaining Organizational Legitimacy : The U.S. Securities And Exchange Commission, Karen R. Bryce
Legacy Theses & Dissertations (2009 - 2024)
Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. Organizations can use both symbolic and substantive means of gaining, maintaining or regaining legitimacy. This dissertation explores organizational legitimacy by examining the case of the U.S. Securities and Exchange Commission …

News’ Australian Story Of Ethics And Self-Regulation: A Cautionary Tale, Rhonda Breit, Matthew Ricketson

I know the newsrooms, I know how cultures develop, and I’m hugely confident that there is no improper or unethical behaviour in our newsrooms.
(ABC 2011, 14 July)
This is how News Limited Chairman and Chief Executive John Hartigan publicly defended the ethical culture of News’ Australian operations in the week following News of the World’s (NoW’s) closure. Speaking during an interview on ABC’s 7.30 Report, Hartigan continued in his defence of Rupert Murdoch’s Australian stable, following shock revelations that NoW had hacked into the phone messages of murdered teenager Milly Dowler:
We’re a company of values, like most companies, …

How do national political and economic policies impact the ability of cities to accomplish urban growth and economic goals? This study examines the state policies Shanghai operates under to assess the potential for software reform in China. Specifically, this study examines software by drawing on the corruption and rule of law theories of Larry Diamond and Randall Perrenboom. This study also uses Richard Florida's creative class theory to examine tolerance of lesbians and gay men in Shanghai and its impact on the city's priority industries. Additionally, this study examines Shanghai's placement on the 2008, 2010, and 2012 Global Cities Index …
Fiscal Decentralization And Governance, John Thornton
Fiscal Decentralization And Governance, John Thornton
John Thornton
The literature on the economics of fiscal decentralization stresses the potential for both positive and negative effects on governance in a country. Using a data set comprising sixty-four developed and developing economies and several different measures of fiscal decentralization, the authors find that countries in which a larger share of fiscal revenues and expenditures are located at the level of subnational governments appear to be less corrupt. The authors also find that the beneficial impact of fiscal decentralization on corruption is mitigated in the presence of mechanisms enforcing vertical administrative decentralization. The results indicate that fiscal decentraliza- tion appears to …
