In many honor cultures, honor as martial honor and honor as character/integrity are often both subsumed under the banner of honor. In nonhonor cultures, these qualities are often separable. The present study examines political elites, revealing that Presidents, Congresspeople, and Supreme Court Justices from the Southern United States with a greater commitment to martial honor (as indexed by their military service) also show more integrity, character, and moral leadership. This relationship, however, does not hold for nonsoutherners. The study of economics is based on key concepts such as incentives, efficiency, marginality and tradeoffs. Economic research has hypothesized and tested for how economic agents behave after taking each of these into account. In order for agents to meet their objectives it is sometimes the case that they intentionally keep their behaviors out of sight. However, economic theory can be used to search for patterns of observed behaviors from which the unobserved behaviors can be inferred. This dissertation performs this kind of analysis by observing the behavior of sports participants.

China is plagued with food safety scandals ranging from contamination of dairy, to exploding watermelons in the countryside. This thesis explores the four main reasons that China has many food safety regulatory issues: the wide dispersion of farms in China, the fragmentation of the food safety regulatory system, weakness of local implementation, and the poor structure of commerce. Using the case studies of the dairy and pork industries this thesis examines these four proposed flaws and proposed solutions for improving food safety in China. This article models the imperfect detection of tax evasion motivated by the existence of a corrupt tax administration. Consistent with previous literature, fines and audit probabilities both have a positive effect on compliance. Moreover, the model shows that they have a negative effect on the bribes paid to corrupt tax officials. More corruption decreases compliance levels, giving honest auditors incentives to work harder to detect evasion. Giving inspectors a share of the detected evasion (tax farming) makes auditors work harder; however, increasing their wages reduces their exerted effort to discover evasion. Isolated Capital Cities, Accountability And Corruption: Evidence From Us States, Filipe R. Campante, Quoc-Anh Do

We show that isolated capital cities are robustly associated with greater levels of corruption across US states. In particular, this is the case when we use the variation induced by the exogenous location of a state’s centroid to instrument for the concentration of population around the capital city. We then show that different mechanisms for holding state politicians accountable are also affected by the spatial distribution of population: newspapers provide greater coverage of state politics when their audiences are more concentrated around the capital, and voter turnout in state elections is greater in places that are closer to the capital. …

The purpose of this paper is to present a new index of legislative oversight. Building on the work by Stapenhurst (2011), who argued that a proper index of legislative oversight capacity should reflect not only legislatures’ internal oversight capacity but also the impact of contextual factors, we devise and propose a modified version of the Stapenhurst. The results of the empirical analyses presented in the paper sustain the claim that when properly operationalized and measured, legislative oversight capacity is a good predictor of legislative oversight effectiveness and other policy relevant results.

Porfirio Dí­az came to power in 1876 and ruled Mexico for over three decades. This period has been known as the Porfiriato. Mexico's economy became part of the modern global market and the country experienced a process of industrialization, the rise of foreign trade, the expansion of communications, and the emergence of new social classes. These series of economic and social transformations have been linked with the country's early modernization.

This dissertation examines the impact of Transparency International's (TI), Corruption Perceptions Index (CPI) and whether or not the CPI and hence TI matter. It examines the impact of TI's CPI on policymakers. It explores three areas: world's political and economic responses and Jamaica's policy responses to the CPI. Jamaica is selected for a case study due to TI's high corruption perceptions index rating for the country: a country that legally has strong anti-corruption laws but, nonetheless, sees its CPI ranking worsen almost yearly.

Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. Organizations can use both symbolic and substantive means of gaining, maintaining or regaining legitimacy. Fiscal Decentralization And Governance, John Thornton

The literature on the economics of fiscal decentralization stresses the potential for both positive and negative effects on governance in a country. Using a data set comprising sixty-four developed and developing economies and several different measures of fiscal decentralization, the authors find that countries in which a larger share of fiscal revenues and expenditures are located at the level of subnational governments appear to be less corrupt. The authors also find that the beneficial impact of fiscal decentralization on corruption is mitigated in the presence of mechanisms enforcing vertical administrative decentralization.
