On the 19th October 2012 at [International demining organisation] task CBU 319, an uncontrolled detonation of two US M series M42 sub-munitions occurred while [International demining organisation] site supervisor [the Victim] was preparing for the demolition of these found sub-munitions.

[The Victim] sustained amputation of his left wrist and injuries in his abdomen, intestine, spleen, and left kidney. When he picked up two armed M42 sub-munitions and detonated above the ground.

The Third Meeting of States Parties (3MSP) took place in Oslo, Norway, from 11 to 14 September 2012 and gathered some 800 delegates from 60 States Parties, 30 signatory States, 31 observer States and 15 international organizations (see list below).The 3MSP was opened by Dr. Adnan Mansour, Minister of Foreign Affairs and Emigrants of the Republic of Lebanon. During the first plenary meeting, Ambassador Steffen Kongstad, Permanent Representative of Norway to the United Nations and other international organizations in Geneva, was elected by the Meeting as President of the 3MSP.

At between 2100 hours and 2200 hours on Wednesday, 29 February 2012 there was an undesirable explosion in a containerised ammunition storage site at the Daphniya Police Station Verbal evidence from the local population suggests that the explosion occurred as a result of an individual firing either an Assault Rifle (calibre unknown) into the padlock of the container, or an RPG-7 fired into the container.

The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. The adventure of the Swiss Foundation on Mine Action (FSD) started 16 years ago with demining activities and the destruction of antipersonnel mines. It is only natural that the FSD very quickly broadened the range of its activities to encompass all types of mines and unexploded ordnances of war.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.
