As reported in the literature, the mobility and reliability of the highway systems in the United States have been significantly undermined by traffic delays on freeway corridors due to non-recurrent traffic congestion. Many of those delays are caused by the reduced capacity and overwhelming demand on critical metropolitan corridors coupled with long incident durations. In most scenarios, if proper detour strategies could be implemented in time, motorists could circumvent the congested segments by detouring through parallel arterials, which will significantly improve the mobility of all vehicles in the corridor system. Bringing together foreign policy literature and INGO (international non-governmental organization) scholarship, this dissertation seeks to explain geographic and temporal variation in the US government's use of hard, soft and smart power in the War on Terror. Making an important theoretical contribution, I revise Nye's concept of soft power, more rigorously conceptualizing it as a consciously-utilized strategy employing methods other than hard power (military or economic sanctions) to influence a target government or population to enhance US interests. President Bush’s Executive Order 13279 (December 12, 2002) encouraged the government to work with faith-based organizations to provide human services (i.e., Temporary Assistance for Needy Families, employment, homelessness services, and health care) to serve America’s low-income populations. This study explores the impact of sincerity of terrorists on committing terrorist activities in Turkey. The researcher is a Chief of Police in Turkey and has worked in the Anti-terror Department for a considerable part of his professional career. His professional experience has shown that the more sincere a terrorist is the more violent or heedless the terrorist activity is. Thus this research academically and statistically examines this observation and finds that sincerity affects level of violence. Attachment and adherence to the terrorist organization turn even the characteristically non-violent people into blood seeking terrorists.

This study examines the motivation factors that make some individuals (terrorists) confidential informants. The study is based on the assumptions of Maslow’s hierarchy of needs and Herzberg’s motivation-hygiene theories. Accordingly, main assumption of the present study is that some individuals with unsatisfied needs in religion-abusing terrorist (RAT) networks choose to become confidential informants to satisfy their predominant needs. Transfer articulation is an important policy issue in Virginia. With increasing economic strains on federal and state budgets, pressure on key actors in higher education, and critical teacher shortages, an opportunity presented itself to investigate state transfer policy and articulation agreements designed to facilitate student transfer. Articulation agreements are policy instruments designed to facilitate a seamless transfer of both students and credits from the community college system into senior institutions. In collaboration with Sheriff C. T. Woody, the Deputies and other jail personnel, Kingdom Life Ministries (KLM) operates in the City of Richmond Jail. Aimed at serving individuals who suffer from alcoholism and other drug addictions, KLM’s programs offer peer-to-peer recovery support services; meaning people who are successful in their recovery deliver the recovery message. On any given day, rehabilitation and recovery services are provided to 120 men in what used to be the worst tier of the Richmond City Jail. This thesis is an effort to mathematically model the nation building effort that is underway in Afghanistan. The thesis examines this nation building effort from the perspective of a local person who understands Afghan culture better than a foreigner. The thesis employs value-focused thinking to categorize the factors that we need to focus on for nation building in descending order of priority. This research adds a new dimension to the models already available in the literature and is likely to be more readily embraced by the local people who are sometimes in conflict with American priorities.
