"Oil production in Chad is considered one of the most important Sub-Saharan investments in Africa. In 2000, the World Bank agreed to finance oil production under the condition that oil revenues would be invested in socioeconomic development projects. Furthermore, the World Bank emphasized that oil revenues should be used in a transparent and accountable matter.1 Oil production started in Chad in 2003 and brought billions of dollars to the government.
