The primary goal of Maine’s Aging and Disability Resource Center (ADRC) Project was to empower consumers to make informed decisions about long-term services and supports and to streamline access to existing services and supports through an integrated system. With funding from the Administration on Aging to strengthen and expand the number of Aging and Disability Resource Centers (ADRCs) in the state, all five of the Area Agencies on Aging were committed to becoming and/or strengthening their capacity to be fully functioning ADRCs.

Undocumented immigration has become a contentious issue in the U.S. over the past decade. Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. This paper examined existing state and national data and found that undocumented immigrants do contribute to the economies of federal, state, and local governments through taxes and can stimulate job growth, but the cost of providing law enforcement, health care, and education impacts federal, state, and local governments differently. To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

Bring Your Own Technology: A Public School Technology Policy Case Study, Cynthia Bauter

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. [Excerpt] The findings we report above have implications for both institutions and their faculty members. In some states, rapidly growing college age cohorts will require academic institutions to hire large numbers of new faculty in the years ahead to fill positions created to meet the expanding demand for enrollments. Nationally, institutions will have to replace a large number of retiring faculty members in the years ahead. This suggests that most institutions’ concern in upcoming years will not be how to encourage their faculty members to retire. Rather, their concern will be how to continue to draw on the skills of …

[Excerpt] Despite the declining relative importance of HBIs in the production of black bachelor's degrees, in recent years they have become the subject of intense public policy debate for two reasons. First, court cases have been filed in a number of southern states that assert that black students continue to be underrepresented at traditionally white public institutions, that discriminatory admissions criteria are used by these institutions to exclude black students (e.g., basing admissions only on test scores and not also on grades), and that per student funding levels, program availability, and library facilities are substantially poorer at public HBIs than …

The focus is on multinational corporations (MNCs) because most foreign direct investment is done by MNCs. The Tar Creek Superfund Site is located in far northeastern Oklahoma near the Oklahoma/Kansas border in Ottawa County. The Site generally consists of a forty-square-mile area which is also part of the larger Tri-State Mining District that includes areas of Kansas and Missouri. The Site includes parts of five communities: Picher, Cardin, Quapaw, North Miami, and Commerce in Oklahoma. It also includes Treece, Kansas, and affects a total population of roughly 30,000 residents. Many schools and school districts have had direct experience with the negative psychological effects of cyberbullying in their schools, ranging from high profile suicides to lower profile incidents that affect the ability of students to receive an education. Federal, state, and local regulations, as well as mandates from state educational agencies, require schools and school districts to address cyberbullying. This study examines the effect of casino tax rate structure on investment by casino operators. Using a panel data set consisting of all states with legal commercial casino gambling from 1998 to 2009, a fixed-effect model with two-stage least squares is estimated to examine the effect of gambling taxes on firms' short-run behavior. The study finds that maximum casino tax rates decrease casino employment, with an estimated average elasticity of -0.5. This result is noted to be robust to several different model specifications and data subsets. No robust relationship is found between maximum tax rates and casino wages. No significant …

The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site. Some of its more complex issues include the threat of ethnic conflict, refugee flows, Iran's regional influence, and the impact of this uprising on other protests in the Arab world, ongoing and in the future. However, there are also several incontrovertible facts: the regime of Bashar al-Assad, in the name of putting down a protest movement that turned violent, is responsible for at least 7,500 deaths and shows no signs of relenting.

This paper seeks to investigate the inner mechanics of policy change. It aims to discover how ideas enter the political arena, and how endogenous forces within the policy making environment transform ideas into new policies. The central hypothesis is that in times of crisis, new ideas emanate from a number of change agents, but in order for any of these ideas to enter the institutional environment, one specific agent of change must be present: the political entrepreneur.
