This collection of abstracts represents a publication of importance for understanding the needs, challenges, solutions, and/or every day issues related to senior transportation services. While several of the abstracts include information about senior driver safety, the collection’s primary purpose is to present a holistic approach to transportation options for older adults. Such a collection is timely because, although the practice of providing transportation to older adults is not new, research and preparation of practical informational and technical materials related to older adult transportation service needs and service delivery are quite recent.

The United States Department of Transportation (USDOT) annually invests approximately $180 million in State Planning and Research (SPR) and University Transportation Centers (UTC). This investment generates an extensive portfolio of “grey literature” that is not yet uniformly cataloged or accessible, despite the best efforts of the National Technical Information Service, the Transportation Research Board, and the National Transportation Library. By the year 2030, 70 million Americans will be 65 or older. Approximately 80 percent of this population will likely be driving themselves. And without appropriate and timely interventions, many are likely to be driving with Alzheimer’s disease (AD). Current estimates suggest that 2 percent of the population 65 to 74, 19 percent of the population 75 to 84, and 47 percent of the population 85 and older are likely to suffer from Alzheimer’s disease or a related disorder. By the year 2050, the number of Americans with Alzheimer’s disease could range from 11.3 million to 16 million. This significant …

Since 1975, the Federal Transit Administration (FTA) has used grant programs as a mechanism to fill transportation gaps so that people with disabilities and older individuals can effectively use public transportation. The first state grants in the Section 5310 program were awarded in 1975. SAFETEA-LU (2005) created the New Freedom Program (Section 5317), and made the Job Access Reverse Commute (JARC, Section 5316) available to all states. All three programs are similarly administered at the state level and are contingent on inclusion in a locally developed coordinated public transit - human services transportation plan. Although the charter of the North American Free Trade Agreement established a schedule that would have opened the border states of the United States to competition from Mexican trucking companies in 1995, and all of the United States to this competition in 2000, the full implementation of these provisions has been delayed due to concerns about the safety of Mexican trucks and drivers. This delay has resulted in much frustration for Mexico, which, in 2009 implemented retaliatory tariffs on products imported from the United States. The impending light rail transit development along University Avenue in Minneapolis-Saint Paul, Minnesota has led to local curiosity about both the past activities and the future possibilities for this urban street. Part I of this paper explores the social, economic and physical evolution of University Avenue and its relationship to transportation eras. Part II argues that there is a connection between the urban form of each transportation epoch and the rate of crime along University Avenue. The study concludes with the prediction that safety will improve following construction of the Central Corridor Light Rail line.

This study seeks to test Hirsch's second ghetto thesis in the city of Baltimore, Maryland. Hirsch suggested that the role of government, public policies, and administrative discretion were responsible for the re-segregation of African Americans into second ghetto communities in Chicago. Many scholars have used Hirsch's framework to explain ghetto formation. This investigation seeks to extend the literature in several ways. First, several national policies were investigated to determine their impact on African American mobility in Baltimore: the Housing Act of 1937 (public housing), the Housing Act of 1949 (urban renewal), and the Interstate Highway Act of 1956 (transportation). The paper introduces a simple framework for analyzing the environmental effects of local transportation policies, and it reviews some evidence. In several cases, subsidies for local public transportion have led to substantial reductions in road transportation and have thereby reduced externalities. Some but not all estimates suggest positive overall welfare effects of such policies. In the rare cases where road pricing has been applied, it has helped to reduce automobile transportation, and it has led to environmental improvements. The experience with specific driving restrictions like "days without cars" and "low emission zones" has been mixed. Local transportation policy can have …

This thesis explores what media users perceive about the authors and creators of narrative media based solely on the content of that media itself. It contrasts traditional notions of source credibility (established via rhetoric or debate) versus models of media effects which exert themselves through mere exposure to message, and where a direct evaluation of the message source may be neither salient nor possible. A sample of nine undergraduates were individually interviewed in order to investigate the thematic trends associated with the perceptions of credibility and of authorial source while exposed to narrative. Since NAFTA, the United States and Canada have initiated programs to address cross-border transportation and anticipated increases in North American trade and travel. In 1999, The United States, through its multi-year transportation authorization act, began the Coordinated Border Infrastructure Program (CBI). This program, focused on border transportation investments, also established federal support for regional, binational planning coalitions. In 2000, U.S. Secretary of Transportation Rodney Slater and Canadian Minister of Transportation David Collenette signed a memorandum of cooperation to collaborate on transportation issues of mutual interest. The Paradoxical Effect Of Intercity Transportation And Communications Infrastructure On Urban Concentration: The Dispersion-Concentration Model, Alvaro Ballarin Cabrera

This study examines the effect of intercity transportation and communications infrastructure on urban concentration on a sample of 84 countries between the years 1960 and 2010. By comparing the effects of interregional transportation and communications infrastructure on primacy and urbanization, I find that (1) such investments promote population dispersion amongst connected areas and (2) population concentration from unconnected locations into connected ones. Therefore, intercity transportation and communications infrastructure is only effective at reducing excessive concentration when the dispersion effect exceeds the concentration effect.

In prior articles we have described problems with efficacy of the Free and Secure Trade (FAST) trusted-shipper program at the Blaine, Washington, port-of-entry (POE). At Blaine, state and provincial transportation agencies invested in the construction of highway lanes dedicated to FAST trucks, but there has been relatively light usage of those lanes. In a 2009 field study we found that 23 percent of southbound trucks and just 2 percent of northbound trucks used the FAST lanes. Of the southbound FAST traffic, 73 percent of the trucks were empty. Reviewing the 17 years since the enactment of NAFTA, the U.S. and Canada have undertaken many initiatives to improve cross-border connections. While the range of issues that receive dedicated treatment is broad, this article focuses on crossborder transportation. Since NAFTA, both countries have set up multi-year federal investment programs for cross-border transportation – the U.S. Coordinated Border Infrastructure Program (CBI) in 1998 and the Canadian Border Infrastructure Fund (BIF) in 2002. A 2010 study of the Southbound Pacific Highway Crossing (PHC) focused on alternative configurations for an under-utilized approach lane and inspection booth (Springer, 2010). At the time of the study, both the lane and the booth were restricted to enrollees in the FAST, or Free and Secure Trade, program (USCBP, 2005). The FAST program was designed to encourage members of the trucking industry to increase freight security by rewarding qualifying participants with shorter travel times. This article provides an overview of the flow of goods between the U.S. and its two NAFTA neighbors, Canada and Mexico. It is the job of border agencies to facilitate these flows, and this article seeks to explain some aspects of the scope of the job. There is much regional variation in the volume and composition of freight flows, and this variety inevitably has implications for border management policies.
