A simulation analysis demonstrates the use of tuition as a policy tool to achieve financial independence among the six South Dakota public universities under University Managed Resources (UMR). The simulation analysis maintains an overall environment of funding stability and is guided by horizontal equity, a concept from the economics of public finance that all entities of the same or similar situation are treated similarly. Financial independence, within the simulation analysis, is defined as an annual budgeting process with no reallocation of financial resources among or between the six universities. As of writing in mid-2010, both Landsat-5 and -7 continue to function, with sufficient fuel to enable data collection until the launch of the Landsat Data Continuity Mission (LDCM) scheduled for December of 2012. Failure of one or both of Landsat-5 or -7 may result in a lack of Landsat data for a period of time until the 2012 launch. Although the potential risk of a component failure increases the longer the sensor's design life is exceeded, the possible gap in Landsat data acquisition is reduced with each passing day and the risk of Landsat imagery being unavailable diminishes for …

Instantaneous estimates of the power released by fire (fire radiative power, FRP) are available with satellite active fire detection products. The temporal integral of FRP provides an estimate of the fire radiative energy (FRE) that is related linearly to the amount of biomass burned needed by the atmospheric emissions modeling community. The FRE, however, is sensitive to satellite temporal and spatial FRP undersampling due to infrequent satellite overpasses, cloud and smoke obscuration, and failure to detect cool and/or small fires. Farmland leasing is an important source of capital and method of controlling land resources in production agriculture allowing land owners and tenants flexibility to enhance, maintain or expand their income-generating capacity. In this report, we (1) provide information on the importance of farmland leasing in South Dakota, and (2) update information on crop-share leasing and hay-share leasing arrangements in South Dakota, based on a survey conducted in 2011. Farmland leasing is important in South Dakota where over 70% of farm operators are involved in farmland leasing and nearly two-fifths of agricultural land acres are leased. The effect of carcass quality uncertainty on the structure of the slaughter cattle market is investigated. A theoretical extension of the “Theory of Factor Price Disparity” is provided. It is demonstrated that the coexistence of a risk premium wedge between pricing mechanisms (live wt., dressed wt., and grid) in conjunction with varying degrees of risk aversion across fed cattle producers explains the coexistence of multiple pricing mechanisms. It is also demonstrated that risk and risk preference provides a plausible explanation for the structure of the fed cattle market and for the variability in slaughter volume across marketing channels. Previous studies suggested that the grasslands may be carbon sinks or near equilibrium, and they often shift between carbon sources in drought years and carbon sinks in other years. It is important to understand the responses of net ecosystem production (NEP) to various climatic conditions across the U.S. Great Plains grasslands. Based on 15 grassland flux towers, we developed a piecewise regression model and mapped the grassland NEP at 250 m spatial resolution over the Great Plains from 2000 to 2008. The results showed that the Great Plains was a net sink with an averaged annual NEP of 24 ± …

Mathematics tests were used to create anxiety in undergraduates. Heart rates were recorded as a measure of anxiety. Following each mathematics test, participants completed a different visual discrimination tasks, Stroop Colored Word Tests, Where’s Waldo Puzzles, and IQ Matching Tests. Reaction times and accuracy were measured for each task. The hypothesis was that those with more difficult mathematics tests would have longer reaction times and be less accurate. The results of the study suggest that mathematics anxiety did not have a significant effect on reaction times for any task, and was only significant for the accuracy of the IQ matching …

Two disorders that have increased in diagnosis and in media awareness in the past two decades are Attention-Deficit Hyperactivity Disorder (ADHD) and autism. Psychologists use priming as a tool to test availability of schemas and concepts. The current study focuses on how priming of ADHD and autism symptoms affects college students’ diagnoses of the corresponding disorder. Also considered is that the control group will diagnosis ADHD more often because of the vast media awareness of ADHD today. In this 2 (cue type) x 2 (statement type) two-way within-subject ANOVA design study, investigators look at the differences in average accuracy in determining whether a statement is a truth or a lie. Participants, college students, and professors from South Dakota State University, were assessed in their ability to detect deception. The participants had to determine whether a statement was a truth or a lie based on the actor’s verbal or nonverbal cues, each presented independently. Thirty to forty percent of Americans suffer from Communication Apprehension (CA) to a degree that impairs their ability and willingness to speak publicly (McCroskey, 1984). McCroskey (1984) defines CA as “an individual’s level of fear or anxiety associated with either real or anticipated communication with another person(s)” (p.13). There are many forms of CA, but “the most common [form] is Public Speaking Anxiety” (McCourt, 2007, p.6), which can be defined as the fear of speaking in front of a group of people. Re-Examining “In A Different Voice” For The New Millennium, Brittany Morris

Carol Gilligan’s In a Different Voice (1982) first presented the concept of different moral reasoning as key to understanding how men and women seem to arrive at different conclusions in similar situations. Contrasting her work with the influential model of Kohlberg, Gilligan argues that women’s concept of moral decision-making is inherently relational, rather than reflecting the acceptance of abstract justice deemed to be the highest level of decision-making by Kohlberg. Here, I explain this contrasting perspective, and then examine modern integration of Gilligan’s perceptions as seen through print and broadcast media.
