Mission Creep And The Compromising Of Strategic Direction In United Kingdom Police Services. An Exploratory Study Of The Evidence., Gordon Marnoch, Gavin Boyd, John Topping

This paper examines key problems facing United Kingdom police leaders face in meeting the service expectations of government and the public in a period of austerity. A central problem relates to the extent to which the police leader’s opportunity to pursue strategic actions appropriate to changing circumstances, has been compromised by ‘mission creep’. The empirical evidence presented here is based on a study of one large English police service supplemented by interviews conducted with senior officers in this and other police services. The paper concludes that mission creep and path dependency are inter-linked.

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

Law Enforcement Expenditures And Crime Rates In Canadian Municipalities: A Statistical Analysis Of How Law Enforcement Expenditures Impact Municipal Crime Rates In Canada, Matthew Slotwinski

This paper examines what impact law enforcement expenditures have on municipal crime rates. An analysis of 65 municipalities representing nine provinces across Canada was conducted using data collected from the Police Resources in Canada reports from 1997 to 2007 and Census data from 2001 and 2006. The findings reveal that although a significant absolute relationship between expenditures and crime rates exists, there is no indication that law enforcement expenditures have an impact of statistical significance on crime rates.

This study was designed to explore the experiences of urban and suburban police officers who encounter persons with mental illness in their communities. The focus was on the issues of training, attitudes, and action when responding to calls involving the mentally ill. Specifically, this project targeted the experiences of police officers with at least one year on the force. Police officers came from two police departments in two different neighborhoods. Interviews were completed with 12 police officers of different backgrounds. Violence against police officers is a major problem in America. Previous studies on violence and police officers have usually focused on violence by police officers, not violence against police officers. This study is the first of its kind as it examines violence against police officers from a comprehensive, criminal events perspective with detailed use of force/officer violence data collected by the Orlando Police Department. Individual officer characteristics, individual offender characteristics, situational variables, and geographical factors are considered. This project is designed as a case study investigating the relationship and practices between residents and police officers in the William Wells Brown neighborhood of Lexington, Kentucky toward the issue of drug-related crime. Employing Michel Foucault‘s work on governmentality and his concept of Splendor, I explore how governance is practiced within the daily negotiations of the WWB neighborhood. This paper presents preliminary research about the donor aid programs that contribute to police-building in the `Arc of Responsibility' in the Pacific and Australia's `near-abroad'. It focuses on the capacity building projects that exist in Timor Leste and Solomon Islands with respect to police training. The two cases represent examples of exogenous state-building, situations in which the form and function of the state is to a great extent being dictated by outside actors.
