Loyola University Libraries propose to develop a suite of services, systems, and online tools for the purpose of collecting, storing, organizing, and providing access to digital assets produced by Loyola University related to research, teaching, and learning. Functioning collectively as a “digital repository,” these initiatives will work in concert to facilitate a wide range of scholarly and archival activities, including content creation, collaboration, resource sharing, author rights management, digitization, preservation, and access by a global academic audience. As the digital humanities mature, their scholarship is taking on many characteristics of the sciences, becoming more data-intensive, information-intensive, distributed, multi-disciplinary, and collaborative. While few scholars in the humanities or arts would wish to be characterized as emulating scientists, they do envy the comparatively rich technical and resource infrastructure of the sciences. The interests of all scholars in the university align with respect to access to data, library resources, and computing infrastructure. However, the scholarly interests of the sciences and humanities diverge regarding research practices, sources of evidence, and degrees of control over those sources. This talk will explore the …

This paper examines the movement to provide free online (open) access to scholarly journal articles as civil disobedience, a heretical challenge to the orthodox ideology of intellectual property law and the tradition of copyright transfer to a publisher. The legal standing and carefully crafted rhetoric of the heretical leaders enables them to rightfully proclaim that the goals of the open access (OA) movement can be achieved in compliance with U.S. copyright law while exposing conflicting values and problematic assumptions in the law that portend reform. This report summarizes the main points of discussion of a national workshop convened to advance knowledge and practice for ethics in science and engineering. Following the enactment of the America COMPETES Act and its provisions to increase attention to ethics and the responsible conduct of research in science and engineering, the National Science Foundation (NSF) supported two beta site projects to advance understanding of the key dimensions required for a national online clearinghouse in ethics for science and engineering. The African Copyright and Access to Knowledge (ACA2K) project is a pan-African research network of academics and researchers from law, economics and the information sciences, spanning Egypt, Ghana, Kenya, Morocco, Mozambique, Senegal, South Africa and Uganda. Research conducted by the project was designed to investigate the extent to which copyright is fulfilling its objective of facilitating access to knowledge, and learning materials in particular, in the study countries. The hypotheses tested during the course of research were that: (a) the copyright environments in study countries are not maximising access to learning materials, and (b) the copyright environments in study countries …

Access to earth observation data has become critically important for the wellbeing of society. A major impediment to achieving widespread sharing of earth observation data is lack of an operational web-wide system that is transparent and consistent in allowing users to legally access and use the earth observations of others without seeking permission from data contributors or investigating terms of usage on a case-by-case basis. This article explores approaches to supplying a license-based system to overcome this impediment in the context of the Global Earth Observation System of Systems. In the process of scientific research, many information objects are generated, all of which may remain valuable indefinitely. However, artifacts such as instrument data and associated calibration information may have little value in isolation; their meaning is derived from their relationships to each other. Individual artifacts are best represented as components of a life cycle that is specific to a scientific research domain or project. Current cataloging practices do not describe objects at a sufficient level of granularity nor do they offer the globally persistent identifiers necessary to discover and manage scholarly products with World Wide Web standards.
