The Global Financial Crisis And Local Government, Robert Andrew Nickson

This short paper examines the impact of the global financial crisis (GFC) on local government. It first proposes a framework to explore the possible transmission mechanisms through which the GFC impacts on local government income and expenditure, and then assesses the strength of these effects. The second section addresses the wider question of the potential impact of the GFC on decentralisation, which has been a notable feature of the development strategy of many Commonwealth countries in recent decades. The final section suggests that the GFC provides an opportunity for addressing three longstanding structural concerns affecting local government.

The Midwest Child Welfare Implementation Center (MCWIC) is collaborating with The Ohio Office of Families and Children (OFC) to develop and implement a new technical assistance (TA) model. This project is a part of Ohio's systemic effort to improve its child welfare outcomes, and will materially alter how OFC works with Ohio's county-administered child welfare offices. It will build Ohio's capacity to implement evidence-informed and promising child welfare interventions.

Over the past two-plus decades, corporate mergers, government consolidations, workforce downsizings and plant closures have increased dramatically; as a consequence, millions of workers around the nation have lost their jobs. From urban capitals to rural countryside, and every locality in between, homelessness is a national phenomenon that affects every community. Each locality responds to it differently through the variety of homeless programs and services it offers. By doing such, each locality displays a certain level of attentiveness to their homeless population. This article explores how 10 small southeastern cities respond to their local homelessness and seeks to compare the homeless attentiveness of Bowling Green, Kentucky to similar localities. An evaluative measure of municipal attentiveness based on a range of homelessness program areas is used to score each city’s response to …

Making Mountains Of Debt Out Of Molehills: The Pro-Cyclical Implications Of Tax And Expenditure Limitations, Mathew D. Mccubbins, Ellen Moule

This paper presents evidence that property tax limits have detrimental effects on state and local revenues during recessions. Property tax limits cause states to rely on income–elastic revenue sources, such as the income tax or charges and fees. Greater reliance on these revenue sources results in greater revenue declines during economic downturns. We present analysis of time–series, cross–sectional data for the U.S. states for each of these conclusions. Our results suggest that states would have fewer and more modest financial problems during economic downturns if they did not enact property tax limitations.

This research study presents results from an evaluation and cost effectiveness analysis of a regionalization of selected police services into a Law Enforcement Council approach, as practiced by the Metropolitan Law Enforcement Council (Metro-LEC). The Metro-LEC is a non-profit organization comprising forty three law enforcement agencies in the Commonwealth of Massachusetts. The results from wave two surveys administered to officers in the organization as well as a survey distributed to the Chief Executive Officers of the participating law enforcement agencies illustrate the overall effectiveness of the organization. This is the first in a series of articles that maps legal conceptions of (in)equality onto the socio-geographical concept of spatial inequality, with a view to generating legal remedies for those living in places marked by socioeconomic disadvantage. Written for a symposium on “rural law,” this article considers in particular whether the funding and delivery of government services at the county level in the state of Montana violate the state’s constitution because of the grossly disparate abilities among Montana counties to finance and provide such services.
