Citizen Participation, Metadiscourse And Accountability: A Public Hearing On A Zoning Change For Wal-Mart, Richard Buttny

During a contentious public hearing on a zoning change for Wal-Mart, participants at times moved to a metadiscursive level with utterances such as, “expect to be listened to,” “I have a question,” or reading quotes of Town Board members from the newspaper. Such metadiscursive references allow participants to attempt to structure, or depart, from the public hearing format. Metadiscursive references also work to criticize their opponents’ speech or the process. Metadiscourse has the consequence of contextualizing the participation framework of the hearing as to topic, length of presentation, and mode of interaction. Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

In July, the ADE released results for the 2009-10 end-ofcourse (EOC) exams given in Algebra I, Geometry, and Biology administered in April 2010. These results followed the Grade 11 Literacy results released in June. First, we present statewide 2010 results compared to last year. Second, test scores are examined across the state by districts' region, poverty level, and size. Third, we consider the performance of Arkansas students on other assessments to see if these results are consistent with EOC results.

We argue that the transition to Chinese authority has not undermined democratic governance in Hong Kong and that voice and accountability have improved since the handover. We seek to explain this surprising result and conclude with a discussion of the implications of our findings for China, Taiwan, and cross-strait relations.

The devastating earthquake that shook the Hazara region and the Azad Kashmir province in Northwest Pakistan on October 2005 led to a flood of donor money for reconstruction and rehabilitation in the affected areas. Three years later many people were still without adequate housing or critical public infrastructure. This is partly the result of unfulfilled government promises and the slow pace of reconstruction projects. In South Africa a range of civil society organizations and coalitions have been central to post-Apartheid efforts to protect vulnerable children through social security grants. This case study describes how the persistent campaigning of these organizations has contributed to significant budget and policy changes over the last decade such as the expanded eligibility for the Child Support Grant.

HakiElimu is a civil society organization in Tanzania that works to ensure that all the country’s children receive high-quality basic education. When developing its Programme Strategy for 2004-2007, HakiElimu noted improvements in enrollment levels, but identified a lack of attention to education quality. This case study describes the campaign that led to improvements in Tanzania’s schools.

The Politics of Partnerships diverges by examining if partnerships can deliver benefits that extend beyond the organisational to the societal level resulting from the intentional combined efforts of the partners. The book offers under the chronological stages of formation, implementation, outcomes a critical examination and proposes a holistic framework for the study of partnerships allowing for observations beyond any single stage.

This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Purpose: The purpose of this paper is to examine the increasing concern of the impact climate change on vulnerable nations, the creation of environmental refugees and the notion of government accountability towards addressing issues associated with supporting environmental refugees. Design/methodology/approach: The study is based on the Second Reading, in the Australian Federal Parliament, of the proposed Migration (Climate Refugees) Amendment Bill 2007 and the associated replies by the various political actors within the senate. The Use of Force Working Group was convened in October of 2008 to study police use of electronic control devices, better known as Tasers. Allegheny County (Pa.) District Attorney Stephen A. Zappala, Jr. appointed the Working Group in the wake of an incident in which a person died following a Taser exposure at the hands of local police officers.

This Report concludes that Tasers can be worthwhile and safe weapons in the police arsenal, but only if they are used consistent with proper policy, training, supervision and accountability. Anything less makes the use of these weapons a risky choice from …
