It can be difficult for VR counselors to provide face-to-face services to rural clients. Large caseloads reduce counselors’ available travel time to travel to outlying rural communities, and rising fuel costs make such trips expensive (Metzel & Giordano, 2007; Riemer-Reiss, 2000). Telecommunications can increase counselor-client accessibility and provide flexibility to supplement face-to-face services. Telecommunications refers to a variety of information technology (IT) that allows people in different locations to engage with one another, while reducing boundaries of time, distance, and location. The Mansfield Library subscribes to the Readex database U.S. Congressional Serial Set, 1817-1994 (full-text historic reports of Congress and federal agencies). Given the option of purchasing MARC records for all 262,000 publications in the Serial Set or making use of free access to simple Dublin Core records provided by Readex, the library opted to repurpose the free metadata. The process that the Mansfield Library used to obtain the Dublin Core records is described, including the procedures for crosswalking the metadata to MARC and batch loading the bibliographic records complete with holdings information to the local catalog. Employment

People with disabilities are employed at a rate of 36.9%, compared to 79.7% for people without disabilities (Erickson & Lee, 2008). Lack of accessible transportation, social insurance disincentives, and negative attitudes by employers are cited reasons for this disparity. People with disabilities also describe secondary health conditions as a barrier to employment (Ipsen, Seekins, & Arnold, in press; Kaye, 2009). Secondary conditions are health issues that are intensified by primary disability, including conditions such as chronic pain, fatigue, pressure sores, weight problems, and depression. Because access to health promotion programs typically occurs at the worksite, it’s troublesome that secondary conditions …

The handbook includes a basic background on geotourism, why it is beneficial to local residents and businesses, and what geotravelers are looking for when visiting the state. The handbook provides links to organizations and businesses who provide assistance and suggestions to the business owner on how to become a geotraveler business. Employees and business owners will be able to grasp the concept and take steps to become part of the comprehensive geo-management and marketing strategy which has been facilitated by the Montana Office of Tourism.

Realignment theory has long offered the primary framework for understanding American political history, particularly as it relates to the party system. The ‘‘System of 1896’’ is central to the theory and holds that William McKinley’s victory in that year ushered in a Republican-dominated era lasting until Democrat Franklin D. Roosevelt’s election in 1932. The 10 years of partial—and six years of total—Democratic control of Congress and the White House (1910–20) during this 36-year stretch (1896–1932) remains an anomaly among realignment theorists. I conduct content analyses of Democratic and Republican party documents and media commentary and find that World War I …

Why Some Vocational Rehabilitation Clients Leave The System Early, Bethany Rigles, Catherine Ipsen, University Of Montana Rural Institute

Almost half of Vocational Rehabilitation (VR) clients leave the system before completing services. This situation, called “premature exit,” includes cases when clients refuse to continue services or fail to cooperate, as well as when VR loses touch with clients because of inaccurate contact information. Premature exits are a problem for both clients and agencies. Clients who prematurely exit the system experience worse economic outcomes than clients who stay and become employed (Hayward & Schmidt-Davis, 2003). For agencies, premature exits translate into significant costs without positive employment outcomes. In 2006 alone, VR spent more than $207.5 million on cases closed as …

Economic Impact And Skier Characteristics: Montana , Norma P. Nickerson, Kara Grau

Seven ski resorts in Montana participated in the first economic impact of the alpine ski industry in Montana. Extrapolating the data to all Montana resorts shows that 35 percent of skiers are nonresidents who contribute a combined impact of $83 million dollars to the state. Nonresidents spent $1,252/ski trip/group while in Montana. Residents spent an average of $138/ski trip/group. More nonresidents came from Alberta, Minnesota, Washington and North Dakota than any other state. Residents traveled 75 miles on average to access the ski area.

In each of the past three strategic plans for Montana’s Travel and Tourism Industry, one goal has been to understand and then facilitate improved attitudes toward tourism in the state. ITRR has contributed to the understanding of resident attitudes by polling Montana residents about their attitudes and opinions regarding tourism since 1991. This report looks at the trends of these attitudes over the past 17 years.

Rural advocates frequently cite the lack of public transportation as one of the most significant problems faced by rural Americans with disabilities (Gonzales, Stombaugh, Seekins & Kasnitz, 2006). Transportation is often critical both to accessing health care, and to becoming and staying employed (Johnson & Shaw, 2001). Section 5317, the New Freedom Initiative for Transportation, a program created by the 2005 federal transportation act (SAFETEA-LU, P.L. 109-59), is designed to “go beyond the ADA” and find new ways to provide transportation for people with disabilities. Statewide Vacationers To Montana: Are They Geotravelers? , Dylan Boyle, Norma P. Nickerson

Nonresident vacationers in Montana were surveyed concerning their geotraveler behaviors as well as what was important to them while traveling in Montana. The study found that vacationers do exhibit geotraveler tendencies and can be divided into strong and moderate geotravelers. Strong geotravelers represent 34 percent of vacationers, and they were the youngest, most educated, and most affluent group.

This paper analyzes the socio-cultural dimensions of obstacles facing solar photovoltaic projects in two villages in rural Nepal. The study was conducted in Humla District, Nepal, one of the most remote and impoverished regions of the country. There are no roads in the district, homes lack running water and villagers’ health suffers from high levels of indoor air pollution from open cooking/heating fires and the smoky torches traditionally burned for light. The introduction of solar energy is important to these villagers, as it removes one major source of indoor air pollution from homes and provides brighter light than the traditional …

The resolution of multiple use conflicts through place-based (national forest-specific) legislation has recently received increased interest. Most of these proposals combine wilderness designation, restoration objectives, economic development, funding arrangements, and other provisions, in a conservation package to be considered by Congress. Interest in the place-based legislative approach is precipitated by numerous factors, including perceptions of agency gridlock, problems related to forest planning, unresolved roadless and wilderness issues, and the embrace of collaboration. Though the national forests have a more unified governing framework than other federal land systems, the U.S. Forest Service has implemented place-based legislation in a few cases. This …

The Montana legislature’s requirement that public schools implement programs that fulfill the inclusive Indian education intent found in the state constitution is groundbreaking in U.S. educational history. Supporters of the revived Indian Education for All (IEFA) law agree that including Native perspectives in the mainstream curriculum is long overdue. Advocates often frame IEFA as an initiative that will promote transformative understanding of local American Indian tribes. Less than two years ago, Barack Obama was sworn in as president amidst proclamations of a partisan realignment. But in this fall’s midterms, scores of his fellow Democrats lost their jobs. The best evidence suggests that Obama’s signature accomplishment—passage of a healthcare reform bill that had long eluded progressives—played a key role in the historic defeat. It also highlighted the delicacy of partisan regimes, particularly those prematurely designated as realignments by academic or popular observers

Building An Archives For Butte, America, Ellen Crain, Donna Mccrea

In 1981 only a few residents and scholars knew about the Butte-Silver Bow Public Archives and even fewer used its services, but by 2006 the archives was providing research assistance to more than 4,000 people each year. In 2007, Butte’s voters, proud of the archives and its role in the preservation of their heritage, approved a $7.5 million bond to support it. This case study outlines how almost twenty years of advocacy by the archives staff, Friends, and board increased access to collections, improved community awareness, and ultimately resulted in a state-of-the-art facility for Butte’s records of enduring value.
