A Study Of The Effect Of Economic Policies On The Domestic Film Market, Gyeoreh Lee Jan 2010

A Study Of The Effect Of Economic Policies On The Domestic Film Market, Gyeoreh Lee

MPA/MPP/MPFM Capstone Projects

These days, the U.S. films’ market share in the world is almost 70 percent and many countries have devised various means, including import quota, screen quota, subsidy, and tax concessions to protect the domestic film industry by preserving local film’s market share against U.S. film domination. Retaining these policies has important symbolic reasons because market share of the domestic film is related to preserving each country’s cultural sovereignty. However, the effectiveness of the economic policies is murky. If the policies do not bring any advantageous effect to the domestic film industry, there is no rational justification for sticking with them. …

Providing Department Of Defense Support Domestically: A Study Of Cost Effectiveness, Meredith Howes

MPA/MPP/MPFM Capstone Projects

The Department of Defense is one of the highest costs to the United States government at any given time. However, as two foreign wars have been going on for nearly 10 years, the amount of resources needed is significantly higher than usual. This increase in required funds is necessary for military personnel salaries, military equipment, government personnel supporting the Department of Defense, along with support services provided by private military contractors. There have been several recent studies reviewing the effectiveness of contractors on the battlefield, but most overlook those supporting the warfighter at home. While there are many different factors …

MPA/MPP/MPFM Capstone Projects

“Taxes are the life-blood of government, and their prompt and certain availability an imperious need (Justice Owen J Roberts, Bull V US 295 U. S. 247 (1935))” (Scharf). Tax collection is necessary to ensure revenues are collected to fund governmental services. States are losing tax revenue for a variety of reasons; this paper explores some of the major factors causing states to lose out on tax revenue. It addresses the tax gap, or unpaid taxes due and the economic inefficiencies caused by tax evasion. It analyzes the psyche of noncompliance in an attempt to discover the most efficient manner of …

A Study Of The Effects Of Budget-Balancing Practices And Fiscal Policies On State Fiscal Health, Candice Schultheis Jan 2010

A Study Of The Effects Of Budget-Balancing Practices And Fiscal Policies On State Fiscal Health, Candice Schultheis

MPA/MPP/MPFM Capstone Projects

During times of economic recessions, many states throughout the U.S. may experience budget pressures that impact their overall fiscal health. Kentucky, in particular, has been faced with structural budget imbalances, declining revenue receipts, and spending reductions. Although economic conditions greatly affect states’ abilities to maintain balanced budgets, other factors may contribute to the variation among states’ financial conditions. This study assesses the effect that budget-balancing strategies, processes, and policies have on states’ fiscal health, as measured by state fiscal peril scores reported by the Pew Center on the States and year-end budget balances as a percentage of expenditures estimated by …

Measuring The Success Of Stormwater Credit Programs Through The Implementation Of Credit Utilization Ratios, Conan Brooks Jan 2010

Measuring The Success Of Stormwater Credit Programs Through The Implementation Of Credit Utilization Ratios, Conan Brooks

MPA/MPP/MPFM Capstone Projects

Credit programs can serve different purposes, including encouraging stormwater customers to pay for and maintain Best Management Practices (BMPs) on their property when doing so will provide a financial advantage. Assuming this reduced cost of the BMP will also lower costs for the utility while improving urban water quality, credit utilization can be used to show that a credit program is a successful at lowering the cost of pollution abatement. Evaluating different credit programs might be possible through the use of ratios, or a combination of ratios, in order to compare a credit program’s utilization to other utilities. Policy makers, …

Disability Preparedness: Availability Of Ada Compliant Emergency Shelters Across Pennsylvania, Lisa J. Peterson Jan 2010

Disability Preparedness: Availability Of Ada Compliant Emergency Shelters Across Pennsylvania, Lisa J. Peterson

MPA/MPP/MPFM Capstone Projects

Since the events of September 11th and Hurricane Katrina, the field and research associated with emergency preparedness have grown substantially. Despite the positive contributions of research, problems relating to the use of emergency shelters during the disasters have surfaced. Through anecdotal evidence and subsequent research, it was soon discovered that the needs of those with disabilities were not adequately addressed at many sites. Many potential residents were turned away at shelters due to their disability, or if allowed in, were forced to live in sites with barriers that could hinder activities of daily living.

To address concerns, emergency management officials …

Should Kentucky Tax Professional Services As A Way To Raise Revenue? An Economic Analysis Of Possible Revenue Options, Meghan Mando Jan 2010

Should Kentucky Tax Professional Services As A Way To Raise Revenue? An Economic Analysis Of Possible Revenue Options, Meghan Mando

MPA/MPP/MPFM Capstone Projects

Currently Kentucky is facing a budget deficit of $108 million dollars for the fiscal year 2010. As some lawmakers search for revenue options, one possibility is to consider a sales tax on professional services.

Professional services are considered any kind of service that requires skill, knowledge, reputation, ethics, and creativity. For the purpose of this study, medical services are not included in this category. Many of the services are infrequent, such as the services of an attorney or an accountant. A professional services tax could be used for both businesses and individuals, or could make businesses tax exempt. As of …

The Cost Of Medication Errors In The Emergency Department: Implications For Clinical Pharmacy Practice, Benjamin Bowman

MPA/MPP/MPFM Capstone Projects

Introduction

The main purpose of this capstone project is to provide an objective analysis of the cost of a medication error in the emergency department. The secondary objective of this analysis is to estimate the cost avoidance impact of providing clinical pharmacy services in the emergency department (ED).

Literature review

Previous literature has described the scope of clinical pharmacy services in the ED and has, to some extent, presented economic outcomes analyses of the impact of these services (Cohen et al., 2009; Lada and Delgado, 2007). According to Cohen et al., the current literature is still lacking a formal pharmacoeconomic …

Impact Of Levalbuterol Versus Albuterol In Kentucky Medicaid Patients, Velma Henry Jan 2010

Impact Of Levalbuterol Versus Albuterol In Kentucky Medicaid Patients, Velma Henry

MPA/MPP/MPFM Capstone Projects

Problem:

Asthma is a chronic pulmonary disease that occurs in approximately 10 percent of the population worldwide and is associated with a significant increase in direct medical expenditures. Levalbuterol and racemic albuterol are two short-acting β2-agonists (SABA) prescribed for the treatment of asthma. Racemic albuterol has been used for more than 40 years but is associated with several side effects including tremor. When levalbuterol was approved in 2005 its manufacturer and several studies suggested that using levalbuterol results in better respiratory parameters, fewer hospitalizations, less adverse effects and therefore, lower overall treatment costs and hence less need for β-adrenergic agonist …

Higher Education And The 2007 Recession: Examining The Relationship Between State Agency Structure, Fiscal Support, And The State Fiscal Stabilization Fund, Christopher J. Crumrine

MPA/MPP/MPFM Capstone Projects

The United States public post-secondary education system varies in its reliance on state support. Some states have a historic predisposition to a private post-secondary education sector, while others have a tradition of strong public institutions. In all cases, public post-secondary relies on state revenue for their general operating and capital budgets. Effective operation in the current fiscal environment requires a clear understanding of different factors affecting a state’s funding level and the challenges presented in periods of slow economic growth.

Over the past six years, higher education, on average, saw positive growth in state support. However, impressive increases in support …

Evaluating The Presidential Management Fellows Program: Has The Implementation Of A Standardized Assessment Test Altered Student Selection?, Graham Drake

MPA/MPP/MPFM Capstone Projects

The Presidential Management Fellows (PMF) Program aims to attract high-performing graduate students into federal service. Given the measured performance of past participants, or Fellows, many Federal agencies use the PMF Program as a cornerstone of their succession planning. Since its inception in 1977, the PMF Program has used a variety of selection mechanisms to identify and assess candidates. The most recent alteration in the PMF Program‟s selection mechanism in 2007 has raised questions of efficiency. While the implementation of a single standardized test has reduced costs and allowed more candidates to be evaluated, it is unknown if this assessment test …

Assessment Of The Neighborhood, Housing, Family, And Personal Characteristics That Affect Whether Students Drop Out Of High School, Montara Renée November

MPA/MPP/MPFM Capstone Projects

This paper seeks to present research that will allow education officials to identify and target individuals who are likely to drop out of high school. By simultaneously using neighborhood, housing, family, and personal factors to identify at-risk students, education officials can link students to the social programs they need to meet their individual needs. Parent’s educational level had statistically significant effect on whether students dropped out of high school. The lower the education level the more likely a student will drop out of school. Parents who are high school dropouts are more likely to earn less and their children are …

Instrumental Music And Act Scores, Jerry Price Jan 2010

Instrumental Music And Act Scores, Jerry Price

MPA/MPP/MPFM Capstone Projects

Allocation of dwindling resources force public administrators to make choices and instrumental music program budgets can be cut or even eliminated by state agencies or school districts. Whether or not this is good policy will be examined by the collection and analysis of school level data. Public school instrumental music programs are expensive to operate and maintain, involve specialized, highly-qualified instructors and require an inventory of instruments to ensure that students with low incomes will be able to participate. Families in high income situations may be able to afford private instrumental music lessons for their students and may be indifferent …

The Relationship Between Obesity And Skin And Soft Tissue Infections, Juliana Swiney

MPA/MPP/MPFM Capstone Projects

The Problem:

It is well known that our country is experiencing an obesity epidemic: 33.9% of all adults are obese (BMI>30) and 67% of adults are either overweight or obese (BMI>25). Obesity is a risk factor for several serious disease states such as, diabetes, stroke, hypertension, heart disease and some types of cancer. It also has a less well defined relationship with skin and soft tissue infections.

Although it is known that excessive weight increases the opportunity for harmful skin conditions, this relationship has not been as well studied. Some of the mechanisms that predispose obese people to …
