Third Party Access And Refusal To Deal In European Energy Networks: How Sector Regulation And Competition Law Meet Each Other, Michael Diathesopoulos

Michael Diathesopoulos

In this paper, we will analyse the issue of concurrence between competition and sector rules and the relation between parallel concepts within the two different legal frameworks. We will firstly examine Third Party Access in relation to essential facilities doctrine and refusal of access and we will identify the common points and objectives of these concepts and the extent to which they provide a context to each other’s implementation. Second, we will focus on how Commission uses sector regulation and objectives as a context within the process of implementation of competition law in the energy sector and third, we will …

Road Congestion Pricing In Singapore: 1975-2003, Sock-Yong Phang, Rex S. Toh Dec 2010

Road Congestion Pricing In Singapore: 1975-2003, Sock-Yong Phang, Rex S. Toh

PHANG Sock Yong

Facing traffic congestion in the Central Business District and enormous demands on scarce land resources by the growing number of motor vehicles, Singapore, a small island city-state the size of Seattle, embarked on a bold decision to reduce road congestion by implementing the famous Area Licensing Scheme in 1975. This was a manual system of tolls for multiple entries into the Restricted Zone. While achieving the intended effect of cutting down on the volume of vehicular traffic in the Restricted Zone, the authors (and others) found that the problem of congestion had merely shifted in time and place. Many changes …

Pre-Disaster Risk Management In Post-Earthquake (1999) Turkey, Engin Erdem Dec 2010

Pre-Disaster Risk Management In Post-Earthquake (1999) Turkey, Engin Erdem

ENGIN I ERDEM Dr.

This paper assesses the status of pre-disaster risk management in the case of Turkey. By focusing on the period following the catastrophic August 17, 1999 earthquake, the study benefits from USAID’s Disaster Risk Management Benchmarking Tool (DRMBT). In line with the benchmarking tool, the paper covers key developments in the four components of pre-disaster risk management, namely: risk identification, risk mitigation, risk transfer and disaster preparedness. In the end, it will present three major conclusions: (i) Although post-1999 Turkey has made some important progress in the pre-disaster phase of DRM, particularly with the enactment of obligatory earthquake insurance and tightened …

Não Uma Outra República, A Nossa República, Outra, Paulo Ferreira Da Cunha Dec 2010

Não Uma Outra República, A Nossa República, Outra, Paulo Ferreira Da Cunha

Systemic Data Infrastructure For Innovation Policy, Diana Hicks Nov 2010

Systemic Data Infrastructure For Innovation Policy, Diana Hicks

Diana Hicks

Progress on the vision laid out in the Science of Science Policy Roadmap requires a move to system level thinking and analysis in the study of technology development. This contribution builds on the insight that this move should be discussed explicitly as it will be a change in practice for the academic community and building a system level infrastructure will encounter foreseeable problems.

As the Roadmap details, agencies have in the past approached outcome measurement individually so a variety of approaches obtain. The interagency task group hopes to move agencies toward a more coordinated approach. A national data infrastructure that …

Economic Writing On The Pressing Problems Of The Day: The Roles Of Moral Intuition And Methodological Confusion, Julie A. Nelson Nov 2010

Economic Writing On The Pressing Problems Of The Day: The Roles Of Moral Intuition And Methodological Confusion, Julie A. Nelson

Julie A. Nelson

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

Revisões Constitucionais Inconstitucionais?, Paulo Ferreira Da Cunha Nov 2010

Revisões Constitucionais Inconstitucionais?, Paulo Ferreira Da Cunha

Residential And Business Broadband Prices Part 2: International Comparisons, Scott J. Wallsten, James Riso Nov 2010

Residential And Business Broadband Prices Part 2: International Comparisons, Scott J. Wallsten, James Riso

Scott J. Wallsten

For this project, we assemble a new dataset consisting of more than 25,000 residential and business broadband plans from all OECD countries from 2007–2009. We explore three issues: the relationship between plan components—such as metering—and consumer prices, price changes over time, and how broadband prices vary across countries.

This paper, part 2 of the project, studies prices and price changes over time in the United States and other OECD countries. We find that residential prices in the U.S. remained fairly stable overall in this time period for both standalone and triple play (voice, video, and data) plans, though prices for …

Decision Models For Foreclosed Housing Acquisition And Redevelopment: A University Of Massachusetts Multi-Campus Collaborative Project - Processes And Findings To Date, Michael P. Johnson Jr., Jeffrey Keisler, Senay Solak, David Turcotte, Rachel B. Drew, Armagan Bayram, Emily Vidrine Nov 2010

Decision Models For Foreclosed Housing Acquisition And Redevelopment: A University Of Massachusetts Multi-Campus Collaborative Project - Processes And Findings To Date, Michael P. Johnson Jr., Jeffrey Keisler, Senay Solak, David Turcotte, Rachel B. Drew, Armagan Bayram, Emily Vidrine

Michael P. Johnson

The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. However, the costs of pursuing this strategy far exceed the resources available to typical CDCs. Thus, our project seeks to solve the following decision problem: What subset of a …

Hallmarks Of An Effective Non-Governmental Organisation: The Formation And Management Of Australia's Wentworth Group, Jerome K. Vanclay Nov 2010

Hallmarks Of An Effective Non-Governmental Organisation: The Formation And Management Of Australia's Wentworth Group, Jerome K. Vanclay

Professor Jerome K Vanclay

Australia's Wentworth Group of Concerned Scientists has been highly effective in advancing policy solutions for Australia's land, water and biodiversity. The success of this group relies not only on high-profile individuals and clear communication, but also on organizational support and influential connections. The group's influence was maximized because membership was carefully selected, well-funded, and skillfully managed by a full-time campaign manager who was well-connected to key media and political decision-makers. This article offers evidence countering the emerging popular view that the Wentworth Group was spontaneous, and it offers lessons for other environmental NGOs seeking to influence government policy.

Management-Based Regulation: Prescribing Private Management To Achieve Public Goals, Cary Coglianese, David Lazer Nov 2010

Management-Based Regulation: Prescribing Private Management To Achieve Public Goals, Cary Coglianese, David Lazer

David Lazer

We analyze a little-studied regulatory approach that we call "management-based" regulation. Management-based regulation directs regulated organizations to engage in a planning process that aims toward the achievement of public goals, offering firms flexibility in how they achieve public goals. In this paper we develop a framework for assessing conditions for using management-based regulation as opposed to the more traditional technology-based or performance-based regulation. Drawing on case studies of management-based regulation in the areas of food safety, industrial safety, and environmental protection, we show how management-based regulation can be an effective strategy when regulated entities are heterogeneous and regulatory outputs are …

Service Use And Costs For Persons Experiencing Chronic Homelessness In Philadelphia: A Population-Based Study, Stephen R. Poulin, Marcella Maguire, Stephen Metraux, Dennis P. Culhane

Dennis P. Culhane

Objective: This study is the first to examine the distribution of service utilization and costs with a population-based sample that experienced chronic homelessness in sheltered and unsheltered locations in a large U.S. city. Methods: This study used shelter and street outreach records from a large U.S. city to identify 2,703 persons who met federal criteria for chronic homelessness during a three-year period. Identifiers for these persons were matched to administrative records for psychiatric care, substance abuse treatment, and incarceration. Results: Twenty percent of the persons who incurred the highest costs for services ccounted for 60% of the total service costs …

Aportes Conceptuales Y Metodológicos Para La Implementación De La Gestión Por Objetivos Y Resultados En La Administración Pública Provincial, Federico Del Giorgio Solfa, Luciana Mercedes Girotto, Ariana Alejandra Greco, Carlos José Paolini

Federico Del Giorgio Solfa

Palavras Claras, Paulo Ferreira Da Cunha Oct 2010

Palavras Claras, Paulo Ferreira Da Cunha

Quem assim fala, assim pensa. É critério infalível.

Lições Do Kiwi, Paulo Ferreira Da Cunha Oct 2010

Lições Do Kiwi, Paulo Ferreira Da Cunha

Private Interests Or Public Goods?: Dewey, Rugg, And Their Contemporary Allies On Corporate Involvement In Educational Reform Initiatives, Deron Boyles, Kathleen Abowitz Oct 2010

Private Interests Or Public Goods?: Dewey, Rugg, And Their Contemporary Allies On Corporate Involvement In Educational Reform Initiatives, Deron Boyles, Kathleen Abowitz

Deron R. Boyles

In some ways, John Dewey lived through a time similar to what we now experience: the rise of corporate power in a historical moment of unsurpassed national wealth and consumer materialism, and the accompanying substantial influence of business interests in the structure, politics, and agendas of public school systems. Dewey’s writings in the first three decades of this century mark a kind of “wisdom of the elders,” offered by a public intellectual who experienced, at least in some form, the kind of tumultuous relationships we are currently witnessing between the economy and education.

Intellectualism, Infiltration, And The Imaginary: The Challenge Of Conservative Think Tanks In Developing Coherent Democratic Community, Deron Boyles, Philip Kovacs Oct 2010

Intellectualism, Infiltration, And The Imaginary: The Challenge Of Conservative Think Tanks In Developing Coherent Democratic Community, Deron Boyles, Philip Kovacs

Deron R. Boyles

This paper extends the question “What should we be doing and what kinds of activities would we be engaged in during the time we take off to craft and assert ourselves as public intellectuals?” Kathleen Kesson and Jim Henderson provided us with historical background (and a delightful song parody) while Kent den Heyer challenges us to take two years off from the academy and engage in research that would better enable us to communicate with and influence those in positions of power. For the purpose of this paper, we wish to join with Kesson, Henderson, and den Heyer, if only …

Uncovering The Coverings: The Use Of Corporate-Sponsored Textbook Covers In Furthering Uncritical Consumerism, Deron R. Boyles Oct 2010

Uncovering The Coverings: The Use Of Corporate-Sponsored Textbook Covers In Furthering Uncritical Consumerism, Deron R. Boyles

Deron R. Boyles

In this article, I explore the various kinds of book covers that exist to see if a metanarrative can be discerned. I also wish to question the degree to which the various covers indicate, inscribe, or otherwise represent cultural values that might be problematic. In a basic and general sense, my intent is to investigate what symbols are actually represented on the dust jackets. What meanings do they foreclose or 'cover' over? What messages might they send? This article highlights and describes a series of textbook covers, from over one hundred that have been provided to me by various students, …
