In this paper, we will analyse the issue of concurrence between competition and sector rules and the relation between parallel concepts within the two different legal frameworks. This article examines the impact of economic crises on macroeconomic policies in Ireland in the late 1950s and Sweden in the early 1980s, framed within the context of the policy change literature. Each of these countries‟ responses to the crises affecting them, tempered as they were by historical and political factors, provides valuable insights into their political economies. These findings enable us to compare and contrast the nature of each crisis and the policy responses adopted. The value of such comparison is in the perspective it offers, contributing to the goal of building a body of increasingly complete explanatory theory …

The United Nations created the International Criminal Tribunal for the Former Yugoslavia to bring to justice those who had committed the worst crimes during the conflicts in the Balkans during the 1990s. From the outset, this institution was envisioned to temporarily process indicted war criminals. The domestic courts in Bosnia-Herzegovina, Croatia, and Serbia were seen as being corrupt and ill equipped to handle such cases; rule of law was absent or severely lacking in these countries. Mapping is inherently a subjective and exclusionary practice as the cartographer decides which elements of the world are included and which can safely be ignored. Similarly, when an international relations theorist describes a new theory it is necessary to define the elements which are essential to understanding the complexities of an international political system, explain why other elements have been excluded and justify why those decisions were made. These war-time alliances – sometimes temporary, more often part of a longer term cooperation – are sometimes held to arise because of common histories, common values, similar national ideologies and similar notions of international right and wrong. The purpose of this study was to examine the peculiarities of framing of the United States in selected Belarusian newspapers during first six months of the Obama administration. The concepts of anti-Americanism, authoritarian model of mass media and framing were chosen as a theoretical framework. This study was focused on the two main questions: first, what is the difference in how Belarusian state-run and independent newspapers frame the U.S., and second, what is the mechanism of creating negative image of the U.S. in Belarusian newspapers. In this extended review, I discuss three recent books on disaster: Governing after Crisis: The Politics of Investigation, Accountability, and Learning edited by Arjen Boin, Allan McConnell, and Paul ‘T Hart, Learning from Catastrophes: Strategies for Reaction and Response , edited by Howard Kunreuther and Micheel Useem, and The Next Catastrophe: Reducing Our Vulnerabilities to Natural, Industrial, and Terrorist Disasters by Charles Perrow. All three books invoke the market and state as core forces at work in mitigation and disaster recovery, overlooking the critical role of social capital.

Do the English speaking countries have a special relationship? If one English speaking country becomes involved in a war do others rush to assist them? What explains why English speaking countries sometimes stand as one but other times stand alone? This presentation takes the 20th century as a case study of Anglophone (non)cooperation and explains why national interests will always override international friendship.

As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

The past two decades have seen the emergence of various political actors in Latin America for whom indigenousness is their basic social identity. The appearance of indig- enous movements at this time can be attributed to a change in the structure of political opportunities in response to globalization, which has created a situation in which policy making is no longer controlled by governments but increasingly the result of the interac- tion of a wide variety of actors. With the declaration of martial law in December 1981 and the formal banning of Solidarity in October 1982, the Polish regime created for itself a dilemma: how to provide a channel for participation by the workers without reactivating Solidarity and without allowing that participation to assume political dimensions. The Jaruzelski leadership professed a desire to achieve reconciliation and understanding in the aftermath of the heady days of Solidarity and the depressing denouement of martial law. This paper examines the extent to which Solidarity acted as a link between the population and the regime and as a representative of the interests of the workers. It looks first at the reasons for the emergence of Solidarity, and Solidarity's subsequent embodiment of the society's desire for a political and economic order more in line with the ideals of socialism, and more genuinely representative of the workers' interests. Public Administration: Local Government And Decentralization In Ghana, Kwame B. Antwi-Boasiako

Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process diverse cultural contexts. The Santa Cruz Autonomía Movement: Preliminary Considerations On A Case Of Non-Indigenous Ethnic Popular Mobilization, Miguel Centellas

This paper discusses the recent autonomy movement in Santa Cruz, Bolivia, within a theoretical framework typically reserved for “ethnic” political or social movements. The paper begins with a brief chronology of the Santa Cruz autonomía movement as it developed into a powerful political oppositional movement during the rise of Evo Morales. In doing so, the movement’s leaders consciously adopted the organizational tactics and forms of discourse typically identified with traditional, indigenous-popular Bolivian social movements. As such, the Santa Cruz case both highlights the fluidity of multiculturalism and challenges our notions of how ethnic identity is publicly constructed.
