This article examines the impact of economic crises on macroeconomic policies in Ireland in the late 1950s and Sweden in the early 1980s, framed within the context of the policy change literature. Each of these countries‟ responses to the crises affecting them, tempered as they were by historical and political factors, provides valuable insights into their political economies. These findings enable us to compare and contrast the nature of each crisis and the policy responses adopted. The United Nations created the International Criminal Tribunal for the Former Yugoslavia to bring to justice those who had committed the worst crimes during the conflicts in the Balkans during the 1990s. From the outset, this institution was envisioned to temporarily process indicted war criminals. The domestic courts in Bosnia-Herzegovina, Croatia, and Serbia were seen as being corrupt and ill equipped to handle such cases; rule of law was absent or severely lacking in these countries. In this extended review, I discuss three recent books on disaster: Governing after Crisis: The Politics of Investigation, Accountability, and Learning edited by Arjen Boin, Allan McConnell, and Paul ‘T Hart, Learning from Catastrophes: Strategies for Reaction and Response , edited by Howard Kunreuther and Micheel Useem, and The Next Catastrophe: Reducing Our Vulnerabilities to Natural, Industrial, and Terrorist Disasters by Charles Perrow. All three books invoke the market and state as core forces at work in mitigation and disaster recovery, overlooking the critical role of social capital.

As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. This paper discusses the recent autonomy movement in Santa Cruz, Bolivia, within a theoretical framework typically reserved for “ethnic” political or social movements. The paper begins with a brief chronology of the Santa Cruz autonomía movement as it developed into a powerful political oppositional movement during the rise of Evo Morales. In doing so, the movement’s leaders consciously adopted the organizational tactics and forms of discourse typically identified with traditional, indigenous-popular Bolivian social movements. As such, the Santa Cruz case both highlights the fluidity of multiculturalism and challenges our notions of how ethnic identity is publicly constructed.
