Best Practices for Community and Environmental Protection (October 14)

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

This research sought to understand the relationship between licensing policy and the opportunity for the development of a scientifically-based approach to identifying high risk older drivers based on prior driving history. This research focused on five tasks: 1) review of the literature, 2) compilation of information on licensing policy for use by decision-makers, 3) assessment of charges and payer source for older driver crashes using linked crash and hospital data , and 4) the development and 5) validation of an older driver crash prediction model. This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. Driving is the main mode of travel for Americans age 65 and older, and although older adults are generally found to be safe drivers, aging often brings about functional limitations and an increase in medications that can impede safe driving and fitness to drive (Rosenbloom, 2003; Kissinger, 2008; Adler & Silverstein, 2008). Historically, the lack of transportation has been consistently reported as one of the most significant barriers to community participation, particularly by rural people with disabilities. We are engaged in a continuing effort to understand the scope of elder activity and the implications of activity for well-being. We are particularly interested in the forces that encourage or inhibit multiple forms of activity, the ways in which participation in some activities influences participation in other activities, and the cumulative implications of activities for well being. Our interest in multiple forms of activities sets us somewhat apart from Gerontologists who focus on single forms of activity such as volunteering, taking classes, caring for grandchildren, working, or exercising.

This article examines truck- and rail-borne freight flows at five land ports-of-entry along the Canada – U.S. border: Blaine, WA; Sweetgrass, MT; Detroit, MI; Buffalo, NY; and Champlain, NY. The five ports were chosen to provide geographic diversity, as well as a range of sizes. Together, these five ports handled 53 percent of the truck-borne freight entering the U.S. from Canada in December 2007, so the trends found at these ports likely are representative of the situation along the entire border. The Border Policy Research Institute (BPRI) was established in 2005 in order to examine processes and policies related to the Canada – U.S. border. The motivating factor was widespread awareness that the border was impacting commerce and society to an increased extent in the post-9/11 era. The BPRI has sought to understand and analyze border-related processes, to explain policy implications, and to assist in the development of new policy. The body of research we have undertaken since 2005 has pointed to significant problems in the efficient and secure management of cross-border flows of trade and travel.

This article uses recently collected data to examine issues related to the efficacy of the FAST program at the Cascade Gateway. The data was collected by the Border Policy Research Institute (BPRI) in collaboration with the Whatcom Council of Governments (WCOG), a planning entity located in Bellingham, WA. WCOG facilitates the International Mobility and Trade Corridor (IMTC) project, which is a binational forum that seeks to improve mobility through the Cascade Gateway (i.e., the four ports-of-entry that collectively serve the I-5 corridor).

Mass evacuation of urban areas due to hurricanes is a critical problem that requires extensive basic and applied research. Knowing the accurate evacuation time needed for the entire region in advance such that the evacuation order can be issued on a timely basis is crucial for the officials. Microsimulation modeling, which focuses on the characteristics of individual motorists and travel behavior, has been used widely in traffic simulation as it can lead to the most accurate result. Rebuts the "Inevitability Theory of Sprawl"- the common argument that anti-sprawl policies would be futile in the United States because sprawl has grown even in Europe. Although Europeans are far more likely to travel on foot, bike or public transit than Americans, some commentators argue that these realities are irrelevant because European cities are trending towards sprawl- that is, that Europeans are far more likely to live in suburbs and drive to work than they once did.
