Best Practices for Community and Environmental Protection (October 14)
The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Many academic libraries have invested time and resources into the creation of library digitization programs, and at this point in time there is a growing need to evaluate the impact and success of these efforts. What factors determine whether institutions achieve goals and experience long-term success or face challenges in staffing, funding, and strategic vision? This article provides an overview of Volunteer Voices, Tennessee’s statewide digitization program. The authors focus on the three-year Institute of Museum and Library Services (IMLS) National Leadership Grant that provided the foundation for future growth of the digitization program. In addition to an overview of the content selection, metadata issues, software selection, digital preservation, and K-12 education emphasis of the grant project, the article includes a detailed description of the work done by the digitization and content specialists from across the state who selected and scanned items. Few professions have seen as rapid change over the past several decades as the field of library and information science (LIS), due mainly to information technologies. Computers not only provide the backbone of today’s libraries and information agencies, but they are also changing in fundamental ways how these organizations operate. This paper focuses on the evaluation of a participatory approach aimed at supporting groups of small-scale farmers in the design of joint drip irrigation projects. Our idea was to create a sustainable social learning environment in which they could acquire adaptive knowledge about new irrigation technology and about designing and managing a joint irrigation project while at the same time improving their negotiation capacities. We developed a framework to evaluate the process as well as the outputs and outcomes of the use of our approach with four groups of smallholder farmers in the Tadla irrigation scheme in Morocco. Systems engineering and project management are two core engineering management processes supported by core quantitative disciplines within engineering management problems. Traditional approaches to systems engineering focus on a single system being engineered and managed (i.e., project managed), while challenges addressing composition of systems of systems and the reuse of systems for new solutions require a strategic management approach that promote a process flow in which the outputs of one project (e.g., deliverables, knowledge, work documents) are captured for the benefit of other projects within and outside the project-based organization.
