Librarianship has changed substantially in recent years. We who work in libraries must continually acquire new knowledge and skills. We must adapt to the reality that academic libraries, along with their parent institutions, face increased accountability. The functions that many of us have thought to be at the core of our profession are slipping from our grasp and will leave behind a mere managerial role. This study investigates if the International Criminal Tribunal for the Former Yugoslavia (ICTY) successfully creates a culture of accountability through its prosecution of gender crime. It first frames the concepts of sexual violence in war as well as accountability theoretically, and describes the historical context of the war in the former Yugoslavia. The ideas of ethnic identity, gender roles, and rape as a war crime are placed against a historical and cultural background. Next, it uses twelve Statements of Guilt issued by the ICTY as a means to discuss the definition and creation of a culture of accountability within the …

The Effects Of Accountability On Leniency Reduction In Self Ratings, Brettney Smith

The purpose of the present study was to assess the effects of accountability on leniency reduction in self-ratings. It was hypothesized that participants in both the upward and illegitimate accountability condition would have lower levels of leniency in their self-ratings than participants in the no accountability condition. Accountability was operationalized as participants being told that they would have to justify their self-ratings of driving performance to either a professor who specializes in driving research (upward accountability) or to an education graduate student who maintains the driving simulator (illegitimate accountability) via an audiotape. This essay urges scholars in media law and ethics to reevaluate the extent and utility of their public-scholar efforts and to consider ways that they can transfer research-based knowledge to public audiences while also playing a more deliberate role in holding media and government institutions accountable. It suggests that the devolution of standards in mass communication, the increasing encroachments on media autonomy, and the broader collapse of power into fewer hands make this a particularly urgent moment for scholars to reengage the public and to abandon their feckless neutrality on public issues. With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. NCLB, the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), mandated increasing the educational performance of all children by focusing on accountability for student achievement, flexibility, higher academic standards, research-based reforms, parental choice, annual testing to measure student progress, analysis of the annual testing data, and sanctions for schools where students did …
