Canada’s engagement with Latin America over the past two decades was predicated on three inter-related assumptions: that the region was becoming more democratic, that it had embraced markets, and that, as a result, it was reasonable to expect a more cooperative and pragmatic tone in inter-American affairs. These assumptions have proven faulty. Although democracy remains the preferred system of government, many voters are dissatisfied with their elected governments; the record of progress in reducing poverty and inequality has also been disappointing; finally, the international politics of the region have become more fraught. Evaluating the foreign policies of presidents while they are in office or shortly after their tenure ends can sometimes lead to conclusions that prove to be unsound in the future. The case of Harry Truman exemplifies this. When he left office in 1952 his approval rating was in the 20 percentile range. Yet, he set the tone and direction of United States foreign policy that led eventually to the successful conclusion of the Cold War. From Brothers To Partners: The Evolution Of China's Foreign Policy To The Middle East (1949-2008), Shuang Wen

This thesis examines the evolution of the People's Republic of China's (PRC) foreign policy to the Middle East from 1949 to 2008. Using a historical analysis approach, it argues that in the past fifty nine years, the policy has changed from ideology orientated to economic oriented, from idealistic to pragmatic, and from reactive to pro-active. The reasons behind these changes are mainly due to the changing situations within and without the PRC. Bosnia and Herzegovina's foreign policy is extraordinarily complex and a source of both contention and opportunity. The government negotiates policy with the Office of the High Representative, the EU, its Balkan neighbors, its parliamentary parties, its entities and its ethnic groups. All actors perceive EU integration as essential to future stability and development but the constitutional reform necessary for membership creates conflict. European integration runs contrary to ethnic segregation. Economic interests collide with nationalist sentiments founded in the very real wars and atrocities of the past decades. Much of the commentary in the wake of last month’s presidential election has focused on the magnitude and historic aspects of Barack Obama’s victory and the deteriorating economic environment in which it played out. Little thought has been given to the influence of foreign affairs in the election. Yet even in this year’s contest, which appears to lend considerable support to economic-based theories of elections, international events clearly played an important role by shaping the nomination process for both major parties and in Obama’s selection of Joseph Biden as his running mate.

Evaluation of Turkish foreign policy events suggests that both external and domestic factors have affected its determination. While a consistent pattern in foreign policy has been observed since Ottoman times, the 20th century has led to substantial challenges. Long-established Turkish foreign policy, based exclusively on external factors, was reshaped to include domestic factors as well. With the new Republic in 1923, the process of reshaping foreign policy, based on Western values, has started. The end of the Cold War started a new era in which domestic factors gained predominance.
