Fiscal Impact Of American Indian Gaming On Non-Indian Local Governments, Courtney A. Andrews

Intense growth in American Indian gaming over the past two and a half decades has resulted in suggestions of impact on non-Indian communities with a resulting growth in tribal-local government interaction. Although there is mounting evidence of both positive and negative socio-economic impacts on non-Indian communities as a result of Indian gaming operations, to date, there has been very little exploration of the actual fiscal impact on non-Indian governments as a result of these operations. The crisis in the housing and financial sectors has led to a dramatic slowdown in U.S. economic growth. Fourth quarter GDP growth and job growth are expected to be anemic and the economy may fall into recession in 2008. Indeed, several of the dozen members of the Nebraska Business Forecast Council do believe that the U.S. economy will likely slip into recession during 2008. However, the overall consensus of the Council is that the U.S. economy will avoid a recession. Economic growth will be slow in the first three quarters of 2008 before recovering in late 2008 and 2009.

Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

This SSCORE report summarizes our experience offering an online introductory course on Geographic Information Systems that utilizes available free/libre and open source software (FOSS). Two primary objectives were to (1) reach students in developing countries, and (2) to help move forward the development of an “open content” GIS curriculum as part of the “Open Source Geospatial Foundation” (OSGeo.org) educational effort. Course design, key software (QGIS, GRASS, PostGresql/PostGIS) and online delivery methods are described. Results and factors leading to a low course completion rate and discussed. Researchers have argued that social networks within a community have positive effects on people’s behavior in the four stages of disaster. The Japanese government is testing Social Networking Service (SNS) at the municipal level with the intention to improve community building, democratic processes and disaster management. This paper presents results from two case studies of local SNS in Yatsushiro city, Kumamoto prefecture and Nagaoka city, Niigata prefecture. While the Yatsushiro’s solution seems to be sustainable, Nagaoka’s SNS is in decline. Both have to compete with popular SNS like Mixi and lack critical mass. The U.S. economy achieved a soft landing in 2006. This was a desirable outcome. The economy needed a break from its rapid, and potentially inflationary, growth in 2004 and 2005, before taking off again. But, that new flight has been delayed. The aggregate economy has remained mired in slow growth in the first half of 2007. Pockets of the economy, such as the labor market, have been strong, but a weak housing sector has limited overall growth. Further, signs point to one or two more quarters of weaker growth, before the economy is able to take off again.

Free/Libre and Open Source Software projects (FOSS) are a form of Internetbased commons. Since 1968, when Garrett Hardin published his famous article “Tragedy of the Commons” in the journal Science, there has been significant interest in understanding how to manage commons appropriately, particularly in environmental fields. An important distinction between natural resource commons and FOSS commons is that the “tragedy” to be avoided in natural resources is overharvesting and the potential destruction of the resource. Free/Libre and Open Source Software (FLOSS) projects are a form of commons where individuals work collectively to produce software that is a public, rather than a private, good. The famous phrase “Tragedy of the Commons” describes a situation where a natural resource commons, such as a pasture, or a water supply, gets depleted because of overuse. The tragedy in FLOSS commons is distinctly different -- it occurs when collective action ceases before a software product is produced or reaches its full potential.
