Although numerous efforts have been made to enhance the literacy skills of children and youth, recent research clearly demonstrates the continuing need to develop and implement additional imaginative programs which lead to an increase in reading and reading comprehension skills. Whereas public and school media librarians have paved the way towards building successful literacy programs, academic librarians should also participate in literacy outreach programs for children and youth in order to help build these skills and encourage lifelong learning. This article addresses why and how academic librarians can help with the nation’s efforts to combat illiteracy.

Criticism of the anti-democratic uses of public relations by governments and corporations is appropriate. However public relations is more than the public relations industry. This paper returns to the definition of democracy, placing it firmly within an historical context, from ancient Athenian processes to today’s mass society and considers the role that public relations can play in the context of democratic dialogue. Positioning public relations and democracy within the one theoretical framework, we suggest public relations is more than a tool for business and government. Public relations continues to be one of the most difficult to define fields. Many strides have been made in the development of public relations theory in an effort to provide some guidelines for practitioners of the field. Among the field's most prominent theories is the two-way symmetrical communication model. The model was deemed the most ideal and normative theory for practicing public relations. The contingency theory of accommodation proposes an effective and ethical alternative to the two-way symmetrical model of communication.

Public Relations Ethics: A Cross-Cultural Analysis, Paul Stuart Lieber

This two-part study employed 11 qualitative interviews, the Defining Issues Test (DIT) and a quantitative version of the five-factor TARES test to complete the first cross-cultural analysis of the ethical decision-making patterns of public relations practitioners. The DIT is an instrument based on Kohlberg’s (1969) moral development theory, the TARES test composed of 14 self-enforced, ethical consideration statements derived from the research of Baker and Martinson (2001). Results indicate no statistically significant difference in levels of moral development and ethical consideration between sampled practitioners in Australia, New Zealand and the United States (Lieber, 2003).
