With the end of the Cold War, the political and strategic relationships that undergirded the global balance of power were shattered. The powers that held nation-states together, like the USSR, Czechoslovakia, Yugoslavia, and others largely disappeared and to fill the vacuum left by the reduction of political authority, nationalist and religious identities emerged strong. As a result, the former USSR has broken into at least thirteen new countries, mostly along historic ethnic lines, Czechoslovakia into two, Yugoslavia, violently, into five along both religious and ethnic lines. Self-Help Support Groups: Choices In Participation Among Women Facing Systemic Lupus Erythematosus (Sle), Maria A. Pfeifer

This research study explored the experiences of 19 women who had been diagnosed with, or were still seeking the diagnosis of SLE (lupus) and their decisions regarding support group participation. The aim of this study was to evaluate the variety of factors influencing their choices in types and sources of support, their coping strategies and the reasons behind their decisions to either choose or not choose lupus support groups as a viable support resource. Those women identified as support groups attendees recalled a more emotion-focused response to their diagnosis and showed stronger reliance on seeking emotional forms of support. Conversely, …

The world is experiencing dramatic fiscal reconstruction in the socialist and (former) socialist countries and of continuing and fascinating evolution of government structure elsewhere. Being one of the fastest growing economies over the past nearly three decades, China seems deeply embracing this global mantra of power devolution in her effort to energize local economy that was suffocated in the highly constricted state-planning system. The literature of the Chinese central-local studies suggests that fiscal decentralization from the central government to provincial governments is a key institutional factor to explain Chinese economic success. In line with the Norwegian People's Aid (NPA) international strategy, which promotes a rights-based partnership approach, the NPA is committed to exploring new approaches to mine action that promote greater involvement of the local mine affected populations. A starting point in this process is a review and conceptual framework paper prepared for NPA by Ruth Bottomley. Through a review of existing documents, the paper provides a reflection on why community participation is important in mine action and outlines some of the challenges. Existing examples of community participation in mine action are compiled with documented strengths and weaknesses.

The deminer was doing clearance around an accident site where an AP mine blew off the tire of a car on the 23rd November. The soil in the area is hard and there are lots of metal pieces in the ground. The mine was detonated by the deminer during excavation most likely due to incorrect procedures. The blast went through a gap between the visor and the vest and caused injuries to the deminers face. Also the thumb on his right hand received injuries. The leather gloves the deminer was wearing saved him from worse injuries.

The primary cause of this accident is listed as “Deminer inattention” because the Victim slipped into the cleared area. Questions arise about the suitability of his footwear. The secondary cause is listed as a “Management control inadequacy” because the management of the demining group declined to make the accident details available. Although this is sometimes done to protect the Victims, in this case the Victim’s name was among the limited detail made available. It is possible that the managers have chosen to avoid transparency because they are afraid that the circumstances of the accident would reflect badly on their organisation.

Ninety percent of the 1,100 families who utilize the state's shelter system annually are headed by women, as are approximately 20% of the 19,000-29,000 individuals who stay in Massachusetts emergency shelters each year. In total, a minimum of 5,000 women and 2,000 children annually stay in Massachusetts homeless shelters.
These figures do not include over 3,000 women in domestic violence shelter (60% of whom enter shelter with their children), not the 50% of families seeking emergency shelter who are turned away each year. Mine action has tended to develop on a national basis. However, the experience of South-Eastern Europe has shown that a broader, regional approach can bring greater effectiveness and efficiency to mine action projects and programmes.

The overall aim of the study was to explore the effects of environmental variables on mine detection by dogs. Operational mine detection dogs were used to search for mines in a test mine field, near Kabul, Afghanistan. The key variable used in the analysis was whether a mine was found or missed by the dog. In the 50 years since economist Milton Friedman published “The Role of Government in Education” scholars and policy makers have been debating how parental choice through market mechanisms can and does operate in education. Market “optimists” argue that education is a service that can be produced under a variety of arrangements and that parents are natural education consumers. Market “pessimists” argue that education is a public good that should be produced in government-run schools, and that school choice programs suffer “market failure” because only advantaged families will have the resources and experience to choose effectively.

In the framework of the in-country trials of the hand-held dual-sensor system Minehound in Cambodia, tests additional to the main trials are executed. In this document two of these additional tests are reported. Both are blind tests. In the first test the ability of the local deminers to discriminate mine-like targets from indigenous clutter with the help of the Minehound is examined. In the second test the ability of these deminers to discriminate adjacently buried low-metal targets and targets that contain a lot of metal, is investigated.
