Latin American small-scale fishery production is crucial to local communities that count on fish as a key source of protein in daily consumption and for supplying the increasing demand for exported high-value species in the first world. Many small-scale fishing communities have exhibited various forms of informal institutions that serve to manage rights to the fishery, a common-pool resource (CPR). An emerging theme in the CPR management literature is that there are certain types of institutions that exist in successful informal management contexts. An Exploratory Study Of The Effectiveness Of The Cpj In Defending Journalists And Press Freedom Ideals In Latin America: Transnational Advocacy In The International Sphere, Leticia A. Adams

The Committee to Protect Journalists (CPJ) is one of many nonprofit, nongovernmental organizations that work to defend press freedom and the safety of journalists in Latin America. Based on qualitative interviews with employees at the CPJ, open surveys with journalists who have been helped by the CPJ, historical archive research, and informal participant observation, this study shows that organized domestic and international nongovernmental groups can and do make improvements on behalf of journalists and press freedom in Latin America. The CPJ's activities raise issues and place them on the agenda, and they influence discourse, policy, institutional procedures, and state behavior. …

Female Land Rights And Rural Household Incomes In Brazil, Paraguay And Peru, Carmen Diana Deere, Rosa Luz Durán, Merrilee Mardon, Tom Masterson

This paper explores the determinants of female land rights and their impact on household income levels among owner-operated farms in Brazil, Paraguay and Peru. Previous studies in Latin America suggest that the gender of the household head is not a significant predictor of household income, not unsurprising given the ambiguities with which self-declared headship is associated. We hypothesize that female land rights, by increasing women’s options, are a positive determinant of household income, but given the disadvantages that they face as farmers, that their land rights will more likely impact upon off-farm rather than farm income. Every sovereign debt restructuring in recent memory has wrestled with the problem of inter-creditor equity. Governments have discriminated among creditors in ways that were hard to predict and often were not revealed until after a debt default. In contrast, debts of firms, individuals and even localities are ranked in order of priority established by contract and statute. This ranking is known at borrowing, generally corresponds to the order of repayment in bankruptcy liquidation, and helps define the creditors' relative bargaining power in reorganization. Without a bankruptcy backstop, most debts of national governments are legally equal. Yet in practice, sovereign immunity …

In the past ten years, evaluation, as a professional field, has undergone significant development in several countries in Latin America and the Caribbean (LAC). Four considerations provide clear evidence of such development: (1) establishment of professional evaluation organizations; (2) intensified dissemination of ideas and use of professional evaluation in the three key societal sectors: government, private, and philanthropic; (3) increased number of evaluation-related publications; and (4) growing establishment of short-term and graduate-level training programs in evaluation.

En los últimos años varios países latinoamericanos han adoptado el sistema de elección directa con umbrales fijos y Segunda Vuelta Electoral (SVE) con la finalidad de asegurar la mayoría absoluta en la elección presidencial. La SVE se considera un tipo de sistema electoral que sirve para maximizar la legitimidad de origen.
