Unlike many previous presidential elections, in 2004 foreign policy issues are at the forefront of the American policy and electoral agenda. Not since the Vietnam era has the United States entered an election year with the United States at such a heightened state of war, with ongoing military operations in Iraq and Afghanistan, as well as covert operations deployed around the world to wage the war on terrorism. Legislative Casework: Where Policy And Practice Intersect, Larry Ortiz, Cindy Wirz, Kelli Semion, Ciro Rodriguez

Legislative casework is an ongoing activity in many state and federal legislative offices. Although the activity carries the implication of being a social work activity, there is little evidence from the literature, or in the field, that social workers are more than marginally employed in these positions. Reasons for the lack of professionally educated social workers in this important area of practice and politics are not clear. This paper explores the field of practice known as legislative casework, its history and purpose, and presents generalist social work examples from a Congressional district office wherein which professional social workers are employed. …

Immediately following the terrorist attacks of 11 September 2001, Vice President Richard Cheney identified the moment as a turning point in the relationship between the executive and legislative branches. As the representative leaders of the nation responded to the crisis that confirmed the new enemy, they granted the President substantial authority to shape the nation's policies towards the new threat. The nature of the threat called for this milestone in the executive-legislative relationship, which provided near unanimous support for the Commander-in-Chief to secure America and its interests. Congressional leadership takes place within an institution that serves two primary functions: making laws and representing citizens. Leaders play essential roles organizing the United States House of Representatives and the United States Senatethey set the schedule for debating bills and resolutions; formulate proposals to address public problems; represent their party's priorities through the media and in relations with leaders of the opposing party; support or oppose the president's initiatives in the legislative process; and build coalitions to pass legislation.
