A Study Of Local Organisations In Mine Action, Gichd

Global CWD Repository

This Study of Local Organisations in Mine Action, which was requested by the United Nations Mine Action Service (UNMAS), is an assessment of the successes and failures of local mine action organisations, including their competence, effectiveness, efficiency and sustainability. It examines how, and to what extent, national governments have encouraged and supported such organisations, and whether they have given priority or preferential treatment to such rganisations in issuing contracts or funding. It examines how much external assistance has been needed to reach the necessary standards of competence, and whether the newly-formed organisations have been able to implement national standards derived …

Humanitarian Impact From Mines Other Than Anti-Personnel Mines, Gichd Oct 2004

Humanitarian Impact From Mines Other Than Anti-Personnel Mines, Gichd

Global CWD Repository

This report summarises the capacity of the landmine clearance sector to respond to mines other than anti-personnel mines (MOTAPM), specifically anti-vehicle mines. It then looks at the humanitarian impact of MOTAPM contamination in a specific environment. A case study illustrates the efforts of humanitarian organisations to address problems faced by rural communities in Angola . These problems persist and are made worse because MOTAPM on roads prevent humanitarian organisations from gaining access to the population. MOTAPM are also seen to increase the cost of humanitarian assistance. The conclusions of the report complement evidence presented by the International Committee of the …

At 09.10hrs on the 22nd of September 2004, deminer [the Victim] was carrying out manual clearance using the prodding method on the northern side of Minefield 0011 at Ina Guuxaa. In a non-marked lane, deminer [Victim No.1] tried to identify the source of a metal-detector signal by using a prodder and an excavation tool. He possibly used the prodder and the excavation tool simultaneously to achieve higher productivity. The star of the PROM-1 was above the ground surface. Therefore it is not likely that the mine was activated with a prodder. It is most likely that it was activated with inappropriate excavation tool. The examination of the area cleared in the days before the accident leads to the conclusion that vertical excavation had been performed, which is characteristic for non-demining …

There is no definite explanation for how the incident happened. According to deminer, he used his tools slowly and correctly letting the rake to come towards himself by its own weight while pulling. Visual appearance of the incident lane supports this claim. Deminer’s raking tracks are visible, 50 cm in length and symmetrical.

He sustained a broken thumb and lacerations of his first two fingers and his face was badly bruised due to the visor hitting him due to the blast effect.

The incident is classed as a “Excavation incident” because the victim had hand and leg injury and a photograph shows an accident site that implies the victim was reaching down into a cavity, perhaps with one leg inside the cavity when the fuze was initiated by his activity. The report states that he “hit the detonator” but does not explain what with, so a hand-tool is presumed.

To Walk The Earth In Safety 5th Edition (Fy2003), Us Dos Pm/Wra

Global CWD Repository

This fifth edition of To Walk the Earth in Safety contains information on specific programs and accomplishments of the U.S. Humanitarian Mine Action Program through the end of 2003. Although the United States did begin providing substantial mine action assistance to Afghanistan as early as 1988 and then to Cambodia and some other countries starting in 1991, the formal program as we know it today really began in 1993. Thus, 2003 is a milestone, marking ten uninterrupted years of genuine and signifi cant U.S. action to eradicate persistent landmines—both anti-personnel and anti-vehicle—as well as unexploded ordnance wherever they threaten civilian …

Tampering: Deliberate Handling And Use Of Live Ordnance In Cambodia, Richard Moyes

Global CWD Repository

This report was commissioned to examine the prominence, within casualty data in Cambodia, of accidents resulting from deliberate interaction with ordnance. The project was designed to analyse a persistent pattern of deaths and injuries that was visible within the casualty surveillance data being published on an annual basis in Cambodia. The purpose of this project was to identify and analyse the nature and prevalence of the ordnance handling behaviours that lie behind the casualty data. The project adopted what would broadly be considered a health research approach. The study provides an indication of the prevalence and incidence of deliberate handling …

The investigators found that the main cause of the accident was “wanton violation of technical and safety procedures proscribed in the SOPs of the organisation and in the National Standards of B&H”. For this reason the primary cause of the accident is listed as a “Management control inadequacy”. So many basic safety rules were being breached at a site where there was known to be a fragmentation mine threat that the conditions must have been known to senior management. The secondary cause is listed as a “Field control inadequacy” because the field managers allowed safety distances and PPE rules to …

The BOI could not establish conclusively why the accident took place, as no eyewitnesses saw the incident at the time of the explosion. However, it was obvious that the deminer had his visor up at the time of the explosion. Damage and blast marks to the inside of the visor could only have accrued if the visor was up at the time of the explosion. The deminer insisted that the visor was down at the time of the explosion but could give no explanation for why the accident had taken place. It is the opinion of the BOI that the …
