Greek-Turkish Dilemmas And The Cyprus-Eu Accession Process, Neophytos Loizides Dec 2002

Greek-Turkish Dilemmas And The Cyprus-Eu Accession Process, Neophytos Loizides

Neophytos Loizides

Greek–Turkish Dilemmas and the Cyprus EU Accession Process NEOPHYTOS G. LOIZIDES* Department of Political Science, University of Toronto, Canada This article compares the processes of foreign policymaking in Greece and Turkey in order to examine why the incentives and pressures of the enlargement process have failed until now to initiate a settlement in the Cyprus bicommunal negotiations. While most studies on the Cyprus problem have focused on the two communities of the island, little at-tention has been paid to the policies of the two ‘motherlands’, namely Greece and Turkey. Yet their leverage on the two Cypriot communities and their conflicting …

Violencia Urbana Y Participación Ciudadana, Fernando Barrientos Del Monte Jul 2002

Violencia Urbana Y Participación Ciudadana, Fernando Barrientos Del Monte

Fernando Barrientos Del Monte

Unilateral Presidential Powers: Significant Executive Orders, 1949-99, Kenneth R. Mayer, Kevin Price Jun 2002

Unilateral Presidential Powers: Significant Executive Orders, 1949-99, Kenneth R. Mayer, Kevin Price

Kenneth R Mayer

The conventional sense of presidential power remains anchored in Neustadt’s notion of persuasion in a fragmented constitutional system. Here, the authors add to an emerging literature that redirects attention to formal sources of presidential authority. They examine the frequency of executive orders from 1949 to 1999 and offer new evidence that presidents rely on executive orders to effect significant policy change and send strategic signals to other actors in the political system. They contend that executive orders enable presidents to recast the organization and activities of the federal government and, at times, the larger contours ofAmerican politics. After assessing the political …

State Repression: Behind The Mask Of Democracy ..., Ashok Agrwaal May 2002

State Repression: Behind The Mask Of Democracy ..., Ashok Agrwaal

Ashok Agrwaal

There has never been a satisfactory solution to the problem of handling / controlling political power, albeit the liberal claim that theirs is the best of the possible solutions known to human history. Notwithstanding the rhetoric justifying the creation and evolution of the modern nation-state, which focuses on its potential – through the ‘Rule of Law’ – to be more just and egalitarian than any other system of organised political power, there is overwhelming empirical evidence to show that things have not changed very much. States continue to repress their citizens in all manner of ways. The difference being that, …

Active Cultures: Here Come The Hacktivists, Eben English

Eben English

For some, the word "hacker" might conjure visions of a four-eyes, pocket-protected malcontent. But nowadays there's a new breed of hacker, one bent on using his powers for good instead of evil: the hacktivist.

The Rule Of Law: A Reassessment For The Twenty-First Century, Noel B. Reynolds

Noel B Reynolds

This brief radio address attempts to explain the origins of American liberty and to assess its health at the beginning of the 21st century. The notion of rule of law and the emerging science of constitutionalism enabled America’s founding generation to establish a system of political liberty that continues to stand as a model for all human societies to pursue.

The Politics Of Legal Reform, Florencio López De Silanes Jan 2002

The Politics Of Legal Reform, Florencio López De Silanes

Florencio López de Silanes

As a result of the emerging market crises of the last decade and a large body of academic research on the influence of investor protection in the development of capital markets and economic growth, there is a growing consensus that reforming the legal infrastructure supporting business should be an important component of reforms in many developing countries. But the consensus is unwieldy, as there are still many forces against reform and little agreement about what constitutesfeasible legal reforms. This paper has two parts. In the first, we identify the forces for and against legal reform and review the role these …
