Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. Proponents argue that the "Old West" reliance on extractive industries is declining and, in the "New West", wilderness promotes economic development in rural communities by preserving the amenity values that draw population and employment to the region. Recycling is an important issue when dealing with solid waste. It keeps many tons of garbage out of our landfills and prolongs landfill life. Although many people in the Bowling Green area participate in the mandatory recycling program, there are still many who do not. The number of people who participate in the program has steadily grown over the past five years; however, there are still many people who need to get involved. This study was conducted by the Margaret Chase Smith Center for Public Policy (MCSC) of the University of Maine at the request of the Maine Legislature’s Commission to Study Equity in the Distribution of Gas Tax Revenues Attributable to Snowmobiles, All-Terrain Vehicles and Watercraft. The Commission was created by the Legislature with a charge to collect and analyze information to determine an equitable distribution of gas tax revenues used in the enforcement and enhancement of programs supporting off-road vehicle use in Maine. The Commission concluded that snowmobiling, boating and ATV use has increased significantly over recent years and now constitutes …

These guidelines are designed to guide the Department of Fisheries staff and community groups (the proponent) on the process for developing a proposal for a Fish Habitat Protection Area (FHPA). The guidelines: 1. Describe the role and function of Fish Habitat Protection Areas; 2. Guide proponents in selecting a suitable site for an FHPA; 3. Describe the process to be used to develop a proposal for an FHPA; 4. Describe the methodology to be used to develop a management plan for an FHPA; 5. Ensure consistency between applications.

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.
Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. However, it had been suggested that from CZM’s, DMF’s and EPA’s standpoint, the areas of greatest interest were those …

Abstract: This paper describes the development of a fiscal impact tool for New Hampshire communities (HT -4-NH). FIT -4-NH belongs to a family of computergenerated fiscal impact assessment models designed to estimate the impacts to local government revenues and expenditures that result from economic changes. In the past, work in this area has centered on the completion of countylevel models for the midwestern states. FIT-4-NH is unique in that it was designed for rural community-level use in the northern New England region of the country.

Relationships between indigenous Americans and non-indigenous settlers of the western United States were determined in great part by the presence or absence of natural resources for which the groups competed. This paper is a study of the shifting patterns of inter-ethnic relations and governmental policies towards Indians and resources in Washington and Oregon from the 1850s to the present. We explore the connections between natural resource endowments on aboriginal lands, beliefs about indigenous peoples, and changing governmental policies affecting indigenous American communities in the two states.
