The Nebraska Network 21 (NN21) Action Team on Distance Education/Outreach has studied a variety of issues related to distance education in order to better serve the people of Nebraska. Distance education has grown rapidly in Nebraska, but is clearly in its infancy. Many important issues still are being identified and are far from understood. The possibilities of distance education are yet to be fully realized. But in a state with a small, spread-out population such as ours -- perhaps in any state -- it would seem that distance education holds great promise for making many forms of education accessible to …

Action Team on Scholarship, Evaluation and Rewards: The Action Team on Scholarship, Evaluation and Rewards was a component of the Nebraska Network 21 project, one of 13 projects on the future role of higher education in American society funded by the W. K. Kellogg Foundation. Given its mission, the W. K. These regulations, which regulate stormwater discharges to U.S. waters, are mandated by the Environmental Protection Agency (EPA) and implemented in the state by the Tennessee Department of Environment and Conservation (TDEC).

Because of the severity of the fires in the summer of 2000 and because of the growing debate over what to do about expected future fires, the Andrus Center convened The Fires Next Time conference on December 7, 2000. The conference had several goals in mind. First, it sought to establish a set of sideboards for the discussion of fire by inviting experts to talk about the history, science, and policy of fire management. The purpose was to articulate what we knew, did not know, and should know about fire in the western United States.

Gated Communities as Public Entities identifies these organizations as phenomena of recent land development practices. The topics discussed include the history of private dwelling associations, the makeup of these organizations, and the parallels between them and their larger, public counterparts. Specific areas such as taxes, infrastructure, codes covenants and restrictions, and law enforcement are discussed in detail. Gated Communities have become a large part of the available housing choices for many homebuyers. Small groups have formed to resolve social issues since the beginning of time. It is the village concept where activists meet in the center of town to discuss a concern and together work toward a solution to a problem. This is represented in the town of Plato’s Republic and how they handled its dilemma with Socrates disrespect and disruptions to their way of ruling/ their culture. People met at a central location, discussed the issue, agreed on a solution and, together, enforced the resolution. The topic of this professional paper is the succession planning program at the Department of Energy Nevada Operations Office (DOE/NV). This paper focuses on the serious issues facing our nation during a difficult and perhaps dangerous period. Politically, Bush must work to restore the public's confidence in the presidency and develop a good working relationship with Congress. Bush will also have to deal with a slowing economy in which inflation is still rising. Domestically, fiscal policy and regulation will prove difficult issues to resolve. Finally, president-elect Bush must set a strong foreign policy agenda, as there are problem areas almost everywhere one looks around the globe.

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

Teenage pregnancy is a critical health indicator. Using a risk reduction model, this study examined the relationship between the characteristics o f the teenage mother i and her newborn. The research questions were: ( I) what risk factors are associated with poor birth outcomes, (2) is addressing each factor the best way to reduce the risk, and (3) has the overall risk changed as the birth rate has declined? Developmental, psychosocial and economic risks were identified as independent variables, while age and race were mediators.
