The author argues that the security situation of the Baltic countries cannot be separated from the way the Balts themselves speak of security. This is a discourse of danger producing insecurity in pursuit of security. Moreover, this article is a study of identity by demonstrating how Baltic security issues are constituted by discourses of danger revolving around Russian Otherness and European Sameness. The article discusses the rise of societal and ethnic conflicts. It focuses on some of the analytical tools designed to illuminate these processes. More specifically it builds on the framework of the so-called "Copenhagen School of Security Studies" but seeks to develop a more flexible approach on the concept of identity. To understand how an identity gains strength, Roland Barthes’ theory of myths is examined and combined with Michel Foucault's concept of power. In the last few years Critical Security Studies (CSS) has emerged as a new approach to the academic study of security. This article argues that its genesis is best understood as a reaction to two developments, namely ‘real world’ changes after the end of the Cold War and the far-reaching philosophical debates that have recently been taking place within the social sciences. The authors argue for a conceptualisation of CSS based on an explicit commitment to human emancipation. They then illustrate their preferred understanding of security through a discussion of Burundi.
