In 1996 the job classification of Process Server was created in the Clark County District Attorney Criminal Division in Las Vegas, Nevada. It was implemented by DA Stewart L. Bell as a cost-saving measure meant as a reclassification of the position of Investigator. Since the initial job posting, the duties appropriate to the position of Process Server have been and remain in question. No written, measurable job performance standards have been established and no consistent training or supervision provided. The key purpose of this study is to examine and evaluate current legislative initiatives for reform of workers’ compensation in Nevada. The examination will focus on issues relating to open competitive markets, market pricing, privatization of a state fund, and cost controls that have affected workers’ compensation in the state. The methods used in this paper include an in-depth examination of legislative statutes that have been enacted to control spending. The purpose of this study is to investigate how extralegal factors such as race, gender, and age influence judicial sentencing decisions. This research utilizes data collected by the Washington State Sentencing Guidelines Commission for the fiscal years of July 1989 to July 1992. For the purpose o~ this study, only data specifically relating to drug convictions were analyzed.

Multivariate analyses were conducted to see if extralegal factors were significantly related to sentence length, whether or not offenders receive a prison sanction, and whether or not offenders receive the first time offender waiver. Analysis was done using both legal and extra-legal …

Factors That Affect Recidivism Of Offenders On Electronic Monitoring In Norfolk, Virginia, Michael P. O'Toole

The purpose of this study is to investigate which factors impact offenders' recidivism on electronic monitoring. Research on electronic monitoring has mainly concentrated on individual program completion rates. A review of the available literature on electronic monitoring reveals few evaluative studies focusing on offender recidivism. No long term recidivism studies are available for electronic monitoring. The present research reviews 277 offenders five years after completing their electronic monitoring sentence in Norfolk, Virginia. The following factors as they may relate to offenders' recidivism, while on electronic monitoring are measured: current offense, prior conviction, offenders' age, sentence length, and employment history. The primary purpose of this study is to determine the voting patterns in the minority communities during important elections. A secondary component ofthis study analyzes the voting practices of Blacks in East Baton Rouge parish. TIle population will be voters in the precinct located in East Baton Rouge. Participants in this study must be a registered voter residing in the precincts of the East Baton Rouge parish. The use of Microsoft Excel made it possible to determine the voting trends of the black population.

User fees are moneys charged non-union members by their representative union for the purpose of processing grievances. The non-member has to request the union to represent them in order for the union to do so. They may also hirer private representation at their own cost. User fees violate the intent of right-to-work laws in Nevada. The Nevada Local Government Employee-Management Board was wrong when they allowed Union/Local 1107 to charge such fees. The "Executive Board Policy" posted by Local 1107 on union bulletin boards announcing the fees for representation was coercive and discriminatory. According to survey, 40% of the respondents …

The purpose of this study was to investigate what factors may determine which officers may feel job stress. In today's law enforcement agencies stress is becoming an important topic to study. With the knowledge of what factors may determine stress in officers, stress can be reduced to avoid departmental loss. The Nevada procurement laws for public agencies generally require open, competitive bidding for any item that exceeds $10,000. Public agencies are also required to accept the lowest "responsive" and "responsible" bid. A "responsive bid is one which has addressed all the requirements of the bid documents. All forms must be properly completed and signed. Educators increasingly find themselves having to rely on laws for protection from threats or attacks, and educator assault laws reflect the diverse and unique needs of the individual states. This study sought to determine if the state legislatures in each of the 50 states have created legislation punishing educator assault and to compare, contrast, and analyze any existing statutes by using content analysis methodology. Currently, 37 states possess educator assault legislation. Specific features within each law were examined: its protected recipient, the prohibited action, identification of the aggressor, any limiting or qualifying statements, and the stated penalties.
