In the last newsletter, we told you of the different preservation survey work that the Center was undertaking. Well, three "experts" visited the Center — we've been poked, prodded, examined with a magnifying glass — and have we learned a lot! Technical Bulletins
This bulletin considers option values related to a principal problem for forestry investors, the timing of harvests. The purpose is to present a general theory of the rotation problem under uncertainty and irreversibility and provide a methodology for empirically estimating option values. Modifications of the framework for analyzing options values related to other aspects of forestry investments are also discussed.

As Geographic Information Systems (GISs) have gained wider acceptance and application, the interest in spatial modeling and reasoning has deepened. The purpose of a model and reasoning framework is to permit a user to experiment and study causal relationships in the real world by operating on the model only. Traditionally GISs employ purely quantitative methods to represent and infer spatial information. This approach has serious shortcomings when dealing with qualitative spatial information, which may be incomplete or imprecise and does not contain knowledge of the geometry of the spatial objects, which humans are particularly adept at utilizing in their daily …

The recent ruling by the 1st U.S. Circuit Court of Appeals has, as do all courts of law worthy of the name, laid down the law in what inevitablely will be a very emotional and drawn out struggle. While Indian tribes across the nation scrample to erect casinos under the auspices of the Indian Gaming Regulatory Act, Maine's own Passamaquoddy Time saw their proposal to build a casino in Calais, shot down on grounds that it is illegal.

Lake-front property owners are potentially the recipients of the greatest economic gains from improved lake-water quality because the benefits of water quality can be capitalized in the price of lake-front properties. These same lake-front owners may also directly affect lake-water quality through the actions they take on their properties. The objective of this study is to estimate the effect of water clarity on lake-front property prices for selected Maine lakes using a hedonic property-price model. Hedonic models are used to estimate the share of property prices that are attributable to characteristics of the properties. The share of a property’s price …

Our collections include various musical genres representing historical, social and cultural issues and events such as immigrant experiences, occupations, traditions and lifestyles. We have decided to first focus upon the songs of the Maine lumberwoods, Franco-American music, Penobscot Bay maritime occupations, and the Native Americans of the Northeast.

Commissioner of the Maine Department of Mental Health and Mental Retardation, Melodie Peet, stands at the center of a revolution in how mental health services are organized, administered, and delivered. Since February, 1995 Peet has been working with providers, families, and consumers throughout Maine to reinvent the state’s mental healthcare system from one that is dominated by state government and large institutions to one largely comprised of community-based systems of care.
