The study is divided into twelve chapters. Chapter one is the introduction. In Chapter two a brief background of American nominating machinery used prior to the advent of the direct primary is discussed. Chapter three is concerned with the direct primary, especially with the most valid criticisms of it. Chapter four deals with the primary plan that was advocated by former Governor Charles Evans Hughes of New York. Chapter five is concerned with the unofficial, tacit agreements that political organizations arrive at in regard to a party slate. In our modern world the problems or government are never simple. The tasks of coordinating, directing and promoting the political, social and economic affairs or a people usually present problems of the utmost complexity. Particularly is this true under the system or government embodied in our Federal constitution. Due to the system of power distribution peculiar to federalism many problems arise which are not ordinarily encountered by the so-called centralized or unitary norms of political organization.
