In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. This paper estimates the benefits, primarily from human health gains, from the longest running U.S. CO2 control program. Further, it examines the patterns of electric generation to evaluate changes at regional and state levels, to better understand the potential of CO2 leakage, which is CO2 being emitted from generation that has moved from a regulated to a non-regulated state, and thus weakening the effects of the regulation.

In this dissertation, I investigate the determinants on Americans’ perceptions of global warming and individuals’ environmentally significant behaviors to reduce global warming. Specially, I examine how contextual variables, primarily represented by local weather and climate, attitudinal variables, and socio-demographic characteristics affect public opinion towards global warming, personal voluntary actions and willingness to address global warming. The research of this dissertation reveals some important findings. This research examines the complexities of communicating climate change risk information and the underlying individual attitudes and message content that affect message reception. Using climate change messages incorporating fear appeals and normative information subject's reactions to the messages were evaluated using the Theory of Planned Behavior model. The study found that fear appeals did increase behavioral intention to adopt a lower carbon lifestyle among test group subjects. The Theory of Planned Behavior model showed that attitudes and self-efficacy were significant predictors of the behavioral intent to adopt a lower carbon lifestyle, while community norms were only marginally predictive. Global climate change (GCC) may be the most pressing social and environmental issue of our time. The use of fossil fuels tops the list of human behaviors that contribute to GCC. Several ‘alternative’ energy sources are now being considered in an effort to mitigate GCC, including—controversially—nuclear energy. Examined here were environmental worldview and faith in science as moderators of the relationship between beliefs about and attitudes toward nuclear energy (ATNE). Participants were 272 college students who completed an on-line survey. This normative analysis builds upon Ulrich Beck's world risk society theory to argue that the United States is making a shift of revolutionary proportions from an administrative state to a consumptive state. Public administration theory is assessed for its ability to address a consumptive state's unprecedented dynamics, e.g., accelerating technoscientific development and mega-hazards such as global warming. Qualitative evidence suggests that the field's adaptability has been limited by a continued, if generally unacknowledged, embrace of obsolete normative commitments such as to a politics-technoscience dichotomy, contempocentrism, and overconsumption. Coastal cities throughout the Caribbean Sea are evaluated to determine the geographical distributions of landfalling tropical storms and hurricanes. A strike model is used to measure tropical storm and hurricane force winds. Twenty-six specific locations in the Caribbean are studied over a time period of over one hundred years from 1901 until 2006. The Caribbean Sea geographically covers a small area of the world; however, this analysis demonstrates the wide variability of the frequency of tropical storms and hurricane strikes in this region. The southernmost portions of the Caribbean, for example Oranjestad, Aruba and Willemstad, Curacao, generally experience lower frequencies …
