The relationship between heat and harmful outcomes is well documented, with research connecting various adverse economic outcomes to the climate. In the presence of increasing global warming and climate change, understanding why the climate leads to negative economic outcomes is essential for forming peaceful institutions of the future. We study how behavioral economic outcomes change in the presence of heat through a lab experiment involving 1,110 observations conducted in five different countries. This project provides a marginal abatement cost curve analysis for the City of Bellingham, based upon the recommendations provided by the City’s Climate Action Plan Task Force. A bottom-up methodology for performing the marginal abatement cost analysis is provided, including the relevant data and assumptions used in the analysis. The results show the massive potential emissions impacts of electrification and driving down the electric grid emissions intensity. The shortcomings and improvements of the resultant cost curves are discussed, and advice on future iterations is given. The result has been a dramatic increase in environmental degradation in favor of economic growth. The neoliberal recommendations toward development are encapsulated in the Washington and post-Washington Consensuses which promote the liberalization of trade and foreign investment as well as a reliance on market mechanisms. The combination of increasing cougar populations and the rising human population in Wildland-Urban Interface (WUI) areas suggests that the number of human-cougar encounters will rise as well. The increase in human-cougar encounters creates potential issues in regard to public safety, public policy, and management of predators. For the purposes of this research, I employ a housing dataset for eleven counties in western Washington in order to quantify the impacts of a confirmed cougar sighting on the sale value of a home.
